PDP alleges irregularities in 'need based' engagements

Srinagar, Mar 18 : PDP alleged that large number of workers have been engaged on selective basis in state departments. PDP member Ashraf Mir made this accusation during his question regarding engaging of workers under Hospital Development Fund (HDF). Mir alleged that in spite of a recruitment policy in the state every department engages workers on need basis. "What is reason that workers are engaged on selective basis", he said.
Mir raised in his question sought that how many persons have been engaged in various departments on HDF basis by Director Health Services, Kashmir and Principal Medical College Srinagar during past three years.
"On whose recommendations these workers are engaged. What is the urgency of engaging such workers, when there is dearth of specalised person in the entire state? In many cases even technical workers are engaged on need basis for the past 10 years. Later Minister of State for Health Shabir Ahmed Khan informed that no person has been engaged by Principal, Medical College, Srinagar/Director, Health services, Kashmir. He further informed that as a temporary measure to run the hospital affairs smoothly and in the interest of patient care, engagements have been made in Associated Hospitals of Medical College, Srinagar and Health Institutions of the health services, Kashmir on the recommendations of concerned Chairman Rogi Kalyarn Simiti and there is prescribed category for such engagements.
Another PDP member Asgar Ali while questioning the role of Chairman MLA Rogi Kalyarn Simiti said, "Engaging of workers should not be subservient to Rogi Kalyarn Simiti. It is against transparency and no one will be held accountable. It becomes politicized. The workers on need basis should be appointed after the recommendations of a committee as is being practiced in other departments".
