| Harshdev, Mankotia stress on ST status for Kolis | | Hill district for Basoli, Billawar, Bani | | Early Times Report
JAMMU, Mar 28: Speaking on Appropriation Bill in Legislative Assembly on Tuesday Mr. Harshdev Singh stressed the need for including Koli Biradri in ST category and said that this community qualifies for the same. He also emphasized on creating a hill district of Basoli, Billawar and Bani so that the development requirements of all the people in this district are attended to on priority. Mr. Balwant Singh Mankotia also supported these points and said that the demand for these is being highlighted by the people and their representatives for a long time now. In response to the demand about ST status to Kolis and Paharis raised by Mr. Harshdev Singh and Mr. Balwant Singh Mankotia, Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather said that the State Government had from time to time taken up the case with Government of India for declaring various groups of people as Scheduled Tribes, including “Kolis”and Chopans. The Government of India has asked for detailed information in respect of the said people about their habitations, life pattern etc in addition to the information submitted with the proposal. Accordingly, the Deputy Commissioners have been directed to furnish the detailed report expeditiously so that the same could be forwarded to the Government of India, Mr. Rather added. In response to demand of Mr. Balwant Singh Mankotia, Mr. Rather said the proposal regarding” Development of Environmental Park at Gangerg Hills of Udhampur”, has been submitted by the Director, Ecology, Environment and Remote Sensing to Forest Department at a cost of Rs 59.57 lakh for funding for the current financial year and an amount of Rs 8 lakh out of the accrued saving of Rs 85.47 lakh have been projected to Planning and Development Department for its re-appropriation. But, due to financial constraints the Planning and Development Department has shown inability for re-appropriation of funds for this component for the current year. Regarding development of river Devika, Mr. Rather said an amount of Rs 7.23 crore has been spent on its development by R&B, UEED and Irrigation and Flood Control Departments from 2005-06 to 2007-08. He said the Government is well abreast with the religious sanctity of the river Devika and appropriate measures will be taken for its upkeep and beautification. Responding to the strong plea of Mr. Harshdev Singh regarding district status to Billawar, Basholi, Akhnoor and Siot and Tehsil status to Basantgarh, Khour, Parmandal, Ramgarh and Bhomag, Mr. Rather said that the Draft Master Plan Udhampur has been submitted by the Chief Town Planner, Jammu to the Government recently. However, before the same is put to public domain for inviting of objections, notifications are to be issued with regard to declaration of the local areas of the Master Plan and creation of Udhampur Development Authority. These issues are under process in the Urban Development Department, he added. Mr. Rather said the Committee for creation of new administrative units has submitted its report and a detailed exercise is being carried out to work out the financial, infrastructure and HRD implications, adding that as soon as the said exercise is completed further appropriate action will follow. Regarding the plea made by Mr. Balwant Singh, about regularization of National Youth Corps (NYC) of the State, the Finance Minister said that the Government of India did not agree to extend the period of NYC volunteers beyond December, 2012. However, the Central Government has agreed to provide funds for providing necessary training in various skills to the youth.
