| Reservation rules adhered in recruitment, promotion quota: Sakina | | Calling Attention Notice | | JAMMU, Apr 2 : Minister for Social Welfare, Ms. Sakina Itoo replying to a Calling Attention Notice of Mr. B. R. Kundal, informed the House that all the Government Departments are strictly adhering to the reservation rules both in direct recruitment and promotion to any category including SC category, adding that the Reservation roster is being followed in letter and Spirit. The Minister said that in Engineering Department, particularly, PHE/I&FC Department, due consideration is given to the employees belonging to the reserved categories including the schedule category while making promotions and placements to the next higher grade as per the reservation rules in vogue. The High Court in its order dated 20-09-2012 in a writ petition SWP No. 1945/2012 titled G.A Bhat V/s State has directed the department not to make promotions, against the post of Executive Engineer/Superintending Engineer/Chief Engineer under reserved category. The PHE/I&FC department have filed objections and have moved an application for modification of the interim directions of the High Court. Until the modifications of the said order are not made by the Court, the department cannot proceed in the matter. However, the posts for all such categories including schedule caste category have been kept reserved. Further, due to court directions and litigation, the Power Development Department has not been able to issue the seniority lists in different categories. Presently, the vacancies are being filled up under stop gap agreements, placing the incumbents on officiating basis in their own pay and grade. However, while doing so, due consideration is accorded to the reservation roster, the Minister said. She said that the Social Welfare Department has now ensured that a liaison officer is nominated by every department who would ensure the maintenance of reservation roster in the department concerned. |
