JAMMU: Asking the officers to converge the scheme of MGNREGA with those of other departments, the Minister for Rural Development and Panchayati Raj, Mr. Ali Mohammad Sagar said that the same is necessary to broaden the ambit of implementation of this flagship programme. Commissioner Secretary Rural Development Department, Mr. Farooq Ahmed Peer, Director Rural Development, Jammu, Kashmir, Mr. Shafiq Ahmed Raina, Mir Altaf Ahmed, Member Secretary, MGNREGA, Mr. Pawan Rathore, Additional Secretary, Rural Development, Ms. Indu Chib and other senior officers of the department were present. Mr. Sagar stressed on the officers to ensure effective and speedy implementation of the scheme keeping in mind, various parameters enshrined in the guidelines. He said that the state has registered a gradual increase in the scheme and till date an amount of Rs. 835 crore has been spent against the available funds of Rs 900 crore thereby registering 93% expenditure. “Proper care should be taken while registering the beneficiaries under the scheme so that the benefit percolate to the genuine and the needy,” he maintained. The Minister said that the flagship programme should also be dovetailed with the schemes of other departments like forest, agriculture and horticulture etc so that more varied activities can be undertaken under it. He said that the officers should also work in coordination with those of other departments so that a detailed convergence of the same can be ensured. Mr. Sagar also directed the officers to speed up the process of implementation of other schemes like IAY, SGSY, DRDA, TSC so that the benefit of these flagship programmes reach to the people at the grass root level. He said that these schemes have been instrumental in changing the socio-economic profile of the people in rural and far-flung areas of the state and due care should be taken to ensure that they are implemented in a proper and a transparent manner. While asking the officers to involve the panchayats in the implementation of the flagship programmes of the department, the Minister said that the same is necessary for ensuring need based and area specific development of rural areas. The meeting was told that an amount of Rs. 78.5 crore has been spent against an availability of Rs. 92.15 crore registering an expenditure of 85.19%, similarly, under TSC/MBA an amount of Rs. 46.45% crore has been spent out of the total Rs. 56.38 crore registering 83% expenditure. It was also told that under DRDA 83% expenditure has been registered.
