Tara, Sham, Feroz attend Lecturer’s Day Function
Assure full support to the cause of teaching fraternity

JAMMU: Assuring full support to the genuine issues of those involved in noble profession of education, Deputy Chief Minister Mr. Tara Chand said that the sector is priority area of the government and all out efforts are underway to take the department to new heights by addressing infrastructure as well as staff requirements. He said teaching community commands special respect and are torch bearers of society who lead students from darkness to the enlightened world of knowledge.
“We are steadfast on the commitment to raise standards of school education by responding to the challenges that the department faces and landmark initiatives have already been taken to address the matters concerning efficiency in the sector,” he added.
Mr. Tara Chand was addressing a grand function on Annual Lecturers’ Day, here today. He was chief guest on the occasion.
Minister for PHE, Irrigation & Flood Control Mr. Sham Lal Sharma, MOS, School Education Mr. Feroz Khan and MLA Bhaderwah, Mr. Mohammad Sharief Niaz were special guests on the day.
To mark the occasion, a day long function was organised by All J&K Plus 2 Lecturer’s Forum at IIIM Auditorium. The event was attended by over 1000 delegates from all parts of the state along with galaxy of intellectuals, educationists and scholars.
The Deputy Chief Minister said that several actions have been taken by his ministry during a short span of time,which include, large scale of promotions to various categories thus clearing a huge backlog. The Department promoted 6 new Joint Directors, 27 Chief Education Officers, 82 ZEOs, 2041 Lecturers, finalization of seniority list of 1401 Senior Lecturers, 2529 Headmasters and promotion of 81 PG Masters as Lecturers.
He said approximately 20,000 vacancies have been identified and instructions issued for filling up of vacancies on fast track basis. Consequent upon which, 4451 posts of teachers, 581 posts of lecturers have been referred to Service Selection Board and Public Service Commission, he maintained.
Underlining the importance of putting in place rational fee structure in private education institutes operating in the state, Mr. Tara Chand said the matter has been taken up with Department of Law, Justice and Parliamentary Affairs to constitute a committee headed by a High Court Judge (Retired) in pursuance of the Supreme Court judgment. The said panel will go into the details and fix the fee structure of private institutions in the State, he maintained.
He said directions have been issued for framing a transfer policy for regulating transfers and postings in the School Education Department, which should be pragmatic and will take into consideration the topographical and climatic factors and period spent by officials in challenging environment/locations.
“In order to improve education scenario in the state and to fine tune the department with modern day requirements education policy is being drafted which would be a visionary document having inputs from eminent educationists as well as other stake holders,” he added.
Stressing on inculcating moral education in the school curriculum, the Deputy Chief Minister said that during morning assembly atleast 15 minutes slot should be kept for lecture on moral values and each day fresh topic should be presented to the students, adding that moral values go a long way in shaping overall personality development of the wards which is essential for the prosperous society.
He said parent-teacher meet should also be made regular feature and monthly sessions should be held to promote two way feedbacks and bring to fore new issues which can improve performance of the students. Proper focus needs to be given to reduce school dropout ratio and to bring the dropouts back into the fold of school network. For this purpose, the good offices of PRIs will be utilized, he added.
While detailing various infrastructure projects launched in the equation sector, Mr. Tara Chand said that under SSA and RMSA, school infrastructure is getting improved and very soon major change would be visible on ground. Certain issues of utilization certificates and maintenance of red accounts are causing hindrance in smooth flow of funds, the same should be addressed on priority basis by the concerned authorities, he added.
He thanked UPA, Chairperson Madam Sonia Gandhi, Prime Minister Dr. Manmohan Singh and Health Minister Mr. Ghulam Nabi Azad for whole hearted support to the state in terms of liberal funding for all round development in the state.
Speaking on the occasion, Mr. Sham Lal Sharma lauded the efforts of lecturers for imparting quality education in the state and enjoined upon the fraternity to dedicatedly attend their duties as future of the nation depends upon the performance of education sector.
He said good governance is possible if right education is given to the children and they are taught to be good citizens of the nation.
He said due care has to be taken to promote moral education in schools as morality is bedrock of a progressive society, adding that moral science as a subject should be promoted and make compulsory. He also stressed on introducing the subject of Agriculture Science from primary to higher secondary level as majority of people are associated with this important sector in the State.
In his address, Mr. Feroz Khan said modern education is child centric and all those involved in the profession should ensure that results of government schools come at par with their private counterparts. He said number of steps have been taken to address the demands of the teaching fraternity and the government is fully committed to address pending issues in a phased manner.
MLA Mr. Mohammad Sharief Niaz also addressed the gathering and described the teaching community key to the prosperity and development of the nation. He said teachers’ role is precious and they must maintain the dignity of the noble profession.
On behalf of the forum, State President Mr. N.S. Jamwal, Dr. Manzoor, Mr. Mr. A.Q.Wani, Mrs. Manmeet Bali and other speakers also spoke on the occasion and highlighted the demands of the fraternity. They lauded the efforts of the Deputy Chief Minister for addressing their long pending demands in a short span of time. They urged him to address their all other outstanding issues at the earliest.
