Jora stresses for early rehabilitation of Dal Dwellers

SRINAGAR, July 3: The Minister for Urban Development and Urban Local Bodies Mr. Nawang Rigzin Jora, today took a comprehensive review of the working of Lakes and Waterways Development Authority (LWDA) to review the progress of Dal-Nageen Lake Conservation and Management Project as well as the Rehabilitation of Dal dwellers.
The Minister later went on a field visit accompanied by Commissioner/Secretary, Housing and UD Department Shri Jeet Lal Gupta and Vice Chairman LWDA Mr. Irfan Yasin as well as the other officers of LWDA.
The Minister emphasized the need to focus on the early rehabilitation of Dal dwellers. He ordered that the Task Force approach already instructed by him should be evolved to fast track the process of rehabilitation so that substantial progress is achieved by October, 2013 on the rehabilitation and relocation of Dal dwellers under the PMRP project sanctioned by the Union Government.
The Minister inspected the trunk sewer line being laid through UEED near Baba Dawood Khaki Bridge. He was informed that out of the 330 meters 200 meters have been already laid and the balance 130 meters is under execution and expected to be completed by the end of July, 2013. The Minister inspected the working of 16.1 MLD Sewerage Treatment Plant (STP) based on Sequential Bed Reactor Technology established at Brari Numbal at a cost of Rs 23 crores. He directed that evaluation of the performance of the STP should be carried out after the operation of the STP and generation of biomass is stabilized.
The Minister ordered that development works around the STP should be completed within one month. He also directed the UEED to operationalize the old STP in the premises immediately and for that purpose instructed the Commissioner/Secretary, Housing and Urban Development Department to convene the meeting of the concerned.
The Minister later visited Dole Demb area where the Water Masters machines are engaged in removing of lily pads. He instructed that the machines should carry out the operation in a manner that the lily pads are uprooted. The Minister was informed that after the area is cleared of the lily pads, the Crawl Cat Suction Dredger would be installed in the area to carry out the dredging so that the roots of the lily pads are completely removed. He was also informed that the machines have been deployed in the area as the manual uprooting of lily pads would have been time consuming and costly.
The Minister felt that the machinery resources of the Authority required to be augmented with the purchase of additional harvesting machines. The Minister later visited the STP at Laam and expressed his satisfaction about the quality of treatment at the STP. He also visited the parking lot under development at Nishat. He instructed that the parking lot should be macadamized and should be developed completely so as to accommodate more than 350 vehicles.
Mr. Jora instructed the Commissioner/Secretary, Housing and Urban Development Department that the parking in front of the Nishat Garden should be closed immediately and all the vehicles should be parked in the parking place developed by LWDA. The Commissioner/Secretary, Housing and UD Department was advised to immediately convene a meeting of SMC, LWDA and the Traffic Department for regulating the traffic in the area and ensuring that the flow of vehicles is maintained and no traffic jam takes place in view of the tourist season.
The Minister advised the officers of LWDA to ensure that the work under the project is fast tracked, time lined and target oriented to complete the project in time. He also decided to carry out one more inspection of the works executed under the project in the next week.
