| Educate police, paramilitary personnel on Human Rights: SHRC tells Govt | | ‘Honour curfew passes of journalists’ issued by competent authority’ | | Srinagar: The State Human Rights Commission (SHRC) has asked the Jammu and Kashmir Government to introduce education on Human Rights among Paramilitary forces and Jammu and Kashmir Police for making them people friendly and exercise restraint while dealing with situations. It has also asked the government to direct security agencies to honour curfew passes of journalists while covering events. In a complaint filed by journalists, M M Shuja and Zahoor Gulzar on 19 August 2010, the complainants had alleged that troops of the 4th battalion Indian Reserve Police Force had severely beaten up Sweed Bashir, Photo Journalist of MOUJ Kashir channel while taking photographs at Batamaloo Srinagar. “The victim has suffered a grave knee injury on lower limb of his body and has been taken to Bones & Joint hospital at Srinagar and has been treated knee and leg is plastered”, the complainants had said and prayed that his complaint be treated as complaint of valley based journalists’ fraternity of print and electronic media. In his decision on Thursday, the SHRC member Rafiq Fida said: “In the backdrop of observations of Hon’ble Supreme Court and considering the whole material on file also hearing the parties on board, left me with no option but to recommend the Govt through Principal Secretary Home J&K Govt to introduce Human Rights Education among the Para Military Forces including J&K Police , so as to make them rights and people friendly to show utmost restraint even when provoked to inflect minimum damage to the life and property of the public and media people, to promote observance and enforcement of Human Rights Culture among the forces cadre to respect the basic human and natural rights, minimize the damage upstage of all round image of the public as rights friendly to promote value of observance and enforcement of human rights” .
