| Candidates recruited in other deptts raise fingers over disparity, discrepancy | | Non adherence to SRO 332 in Legislative Assembly Sectt | | Early Times Report
jammu, July 31: With all Government departments both within and outside the civil secretariat strictly adhering to SRO 332 as a basis for making fresh recruitments, fingers have started pointing towards the Legislative Secretariat, Assembly in particular where the SRO has been brazenly and blatantly ignored during the past two years while employing people against various posts. No heed, not even iota of the terms and conditions well laid out in the SRO have been considered in recruitments, prompting people from other departments who were provided jobs under restricted and bracketed pay bands have started raising questions over this gross discrimination, despite being more qualified and far more eligible against those who are getting full pay and perks during the same time period in the Assembly Secretariat.
Sources said as the reports of appointments without considering SRO 332 in LA Secretariat have become public now, people appointed against almost similar category of posts in other Government departments are perturbed and are questioning what they term as injustice with them in not entitled to full pay scale and perks on account of SRO 332. Pertinently, Government came out with this SRO two years back which broadly specifies contractual system of appointment wherein the selected candidates are entitled for a restricted amount of salary devoid of any perks and privileges which Government employees enjoy, for at least five years. While a number of people employed post declaration of this SRO have been appointed, many of them well educated, those employed in LA, though a selected few have not faced imposition of this Government rule, all thanks to the authorities at the helm who have not implemented it 'willfully' and for apparent reasons.
Sources said a simmering resentment has started brewing among the freshly appointed lot in various departments and they have even started questioning this from the authorities concerned seeking parity in pay and perk under normal course and procedure of recruitments. Pertinently a number of candidates have been appointed as junior stenos, assistants, agriculture technocrats and even junior engineers who despite having specialized degrees and qualifications are bound under this SRO to get a restricted amount for five years.
However, on the other hand, while the higher authorities in the Assembly Secretariat were expected to take note of aberrations on this account, all are tightlipped as to why this SRO has been ignored. Sources have however it to say that things and procedure (without heed to SRO 332) cannot be undone or reversed as if any such step is initiated it is bound to create a huge storm and dig out many hushed up matters related to recruitments made in the Legislative Secretariat. |
