JAMMU, Oct 20: Crores of rupees go down the drain on darbar move facelift in Jammu and Srinagar cities.
Renovation and repair of roads and drains should be a priority of the government for the entire year and not just on the eve of shifting of offices from Srinagar to Jammu and vice versa.
Expressing serious concern over the style of functioning of the Works Department especially the PWD, the people have demanded a probe into the matter saying the works are being undertaken in hand in emergency. This way the standard of execution is lowered as often sub standard material is being used due to lack of proper check.
Criticizing the Works Department people want to know why the renovation and restoration work of roads is not taken up in hand during rest part of the year and why only during the time of darbar move. Is this all being done for the facilities of ministers and bureaucrats while the common man does not deserve these facilities for rest of the year.
Some social organizations and NGOs have openly warned to launch a movement against the same in case the Government fails to probe the matter.
Balwinder Singh of Sangarsh RTI Movement while criticizing the Works Department said crores of rupees go down the drain this way by doing emergency restoration works of roads and lanes in two capital cities during the time of darbar move.
He wanted to know why the works are not taken up in hand during the rest of the year and material used as per the specification and standard. He alleged that higher ups in the Government are hand in glove with the engineers and so they turn a blind eye to the same with the result the State exchequer is made to pay through the nose.
Satish Poonchi , the J&K Peoples Forum chairman voiced similar concerns. He said the peoples' demands are not met for the entire year. "But on the eve of darbaar move everything seems to be moving. Many roads in the city and outskirts have been dug for laying of telephone and other pipes and later abandoned putting the people to many hardships. Now when the time of office move has come the Department has started restoration work on the basis of emergency and after two three months this entire layer of Macadam will get washed away as the proper standard is not maintained."
Poonchi has warned that his organization will launch an agitation in case this malpractice is not stopped and proper standard of works maintained. He said JKPF will also mobilize public opinion against the same.
