Pak refugees legitimate permanent residents of JK: Bhim Singh | | | Early Times Report
Jammu, Jan 15: Jammu and Kashmir National Panther Party (JKNPP) Patron Prof Bhim Singh on Thursday blamed Parliament of India for the present mess created in respect of the Pak Refugees who migrated from Sialkot and adjoining territories included in Pakistan to the side of Jammu and Kashmir in 1947. Addressing the media persons, Prof Bhim Singh said nearly one lakh Pak refugees stayed in Jammu and Kashmir on the intervention of the then administrator of J&K namely Sheikh Mohammad Abdullah who was appointed as such by the Monarch. Almost each family was allotted land and Sheikh Mohammad Abdullah appealed to them to stay along the International Border as there were no security or defense measures at the time on the International Border of the state with the newly created Pakistan. Criticizing the Government of India that they failed to provide them shelter, he said that they were not even compensated as was done in case of PaK refugees in other parts of the country. The Pak Refugees included two former Prime Ministers, Inder Gujral and Dr. Manmohan Singh. "That Jammu and Kashmir Constituent Assembly enacted a new Constitution after amending J&K Constitution of 1939. The Constitution clearly laid down in section 6 of the Constitution, sub-section (b) that all those persons were entitled to be permanent resident of the state if, "having lawfully acquired immobile property in the state, he has been ordinarily resident in the State for not less than ten years prior to the date, "he added. He expressed surprised on the provocation being fueled by the Kashmir based political parties on this issue of statehood rights of the so called PaK refugees. The Kashmir based parties including PDP and the NC, among others including the Congress have started the same exploitation of the innocent people for polarization which was used by Prime Minister Modi during his election campaign in Jammu Pradesh. He accused both Prime Minister Modi and the Kashmiri leaders for trying to create a communal conflict in J&K to enable the foreign forces to re-project the dead horse called Dixon Plan which was directly rejected by Pt. Jawahar Lal Nehru in 1952. The Parliament has failed to discharge its duty to amend Article 370 by surrendering the sovereign interest of the nation. He demanded a white paper on the subject without any delay to shut the barking mouth of the busy bodies who are playing in the hands of foreign interest against India. |
