Akshay Azad Early Times Report JAMMU, Jan 15: Attribute it to the headless Jammu and Kashmir Public Service Commission, the formal appointment of candidates who qualified KAS-2013 nearly four months back, has been delayed as the Commission has failed to send the formal list of selectees to General Administrative Department (GAD), causing an unwarranted delay of four months in the service of successful candidates. Sources in JKPSC informed Early Times that according to Jammu and Kashmir Combined Competitive Examination Rules, 2008, as per SRO-387 of December 1, 2008, the allotment of selected candidates to various services was to be made by the Commission. "Since the Commission is running headless after the retirement of SL Bhat on December 10 last year, the file pertaining to order of selection of qualified candidates has been biting dust in the office of JKPSC chairman", sources said, adding that though the PSC has completed all the formalities and only the formality of signatures of chairman are required to forward the file to General Administrative Department (GAD), for formal orders. Sources further said that the GAD would issue formal orders of selection of candidates and services would be allotted to the candidates. "The candidates have given their preferences of services on application forms and after scrutinizing the preference and their merit, services are allotted to candidates", sources said, adding that the entire process of allotting services to qualified 99 candidates has been finalized and only the nod of Chairman was required. Sources further said that delay in issuance of formal orders would also impact the service career of selected candidates. "It is now four months, since the selection has been made but the time taken by GAD to issue formal orders will not be included in the service career of the selectees", sources said, adding that it was not the fault of JKPSC or the GAD, but the peculiar situation in the state was responsible for it.
