Srinagar, Feb 6 : Verification has been conducted by Vigilance Organization Kashmir into the allegations that officers/officials of R&B Division Kupwara in connivance with each other have misappropriated government funds in purchase of various furniture items for MLA Hostel Kupwara.
The verification revealed that in the year 2009-10, Mohammad Shafi Bhat the then Ex. Engineer (R&B) Div. Kupwara hatched criminal conspiracy with supplier Ab. Lateef Ganie and other officials of the Division, has dishonestly and fraudulently shown fake and fictitious competition in the tendering process of Notice No. 1776-82 dated 17-06-2009 and have purchased various furniture /furnishing items for MLA Hostel Kupwara for Rs. 2.65 Lacs vide allotment No. 2492 dated 14-07-2009/supply order No. 80/AG 0f 09/2009 on highly exorbitant rates without obtaining administrative approval. The conspiracy was later joined by Mohammad Sultan Sheikh the successor Ex. Engineer Shah Jehan peer the then AEE and Ab. Hamind the then JE of the Division and procured additional furniture/furnishing items from the said supplier for MLA Hostel for Rs. 9.00 lacs vide approval No. 7813 dated 18-01-2010, No. 147/SAG of 03/2011, No. 50 of 3/2010 and No. 165 of 3/2010 on highly exorbitant rates. In this way caused a loss of Rs. 4.13 lacs to the State Exchequer.
In this manner, the aforesaid acts of the omissions and commissions prima facie established offences punishable U/S 5(1)(c),(d) r/w Sec. 5(2) J&K P.C Act 2006 and 120-B RPC, RPC. In this behalf Case FIR No. 08/2015 P/S VOK was registered and further investigation taken up. It is worthwhile to mention here that 09 FIR cases under Nos. 10/93, 14/93,126/93, 17/93, 18/93, 19/93, 20/93, 21/93, 22/93, P/S VOK were earlier registered against Mohammad Shafi Bhat Ex. Engineer, besides was also caught red handed while demanding accepting bribe amount of Rs. 5,000/- in year 2013, and case FIR No. 6/2013 P/S VOK stands registered against him which is under investigation. |
