Vohra may continue to be J&K's constitutional head till 2018

JAMMU, May 16: Notwithstanding breezy misunderstanding between the PDP leadership and Governor, N.N. Vohra,on the issue of the latter's decision to send back the ordinance on new recruitment policy to the Government for reconsideration the relations between Vohra and Chief Minister, Mufti Mohd. Sayeed, continue to be cordial.
This is evident from the time Omar Abdullah expressed his desire to quit and not head a caretaker Government after the defeat of the National Conference in the Assembly election and Vohra conceding Mujfti Sayeed's demand for more time till he could forge an alliance for giving a stable and corruption free Government to the people of Jammu and Kashmir.And Mufti Mohd.Sayeed is grateful to Vohra for having accepted his(Mufti's) demand which enabled the Mufti to head a coalition Government after the BJP agreed to form an alliance with the PDP for sharing power.
As such Vohra may be allowed to complete the extended period as Governor.It was in 2013 that after the completion of five years Vohra was given a five-year extension which means that he is due to retire in 2018.
Vohra has had a very successful tenure as Union Home Secretary and the Defence secretary and as such he is a talented bureaucrat that was demonstrated by his visit to New Delhi,soon after Narendra Modi was installed as Prime Minister,simply to convey,personally,his greetings to Modi.In fact Vohra was the first Governor to have air dashed to New Delhi for conveying his greetings to Modi.
And the relations between Vohra and Modi were based on complete trust and understanding which the two could develop during a number of visits Modi paid to Jammu and Kashmir,especially during the floods and during the election campaign.
This was the reason that even when the Government led by Modi replaced a number of Governors in several states,the process is still on,Vohra was not touched.In fact the leadership of the main opposition party,the National Conference, is also well disposed towards Vohra.The Congress leaders in the state may not venture to campaign against Vohra because it was during the Congress led UPA Government that Vohra was given a five-year extension.
Vohra has the reputation of being neither pro-right,nor pro-left. Whether as a senior bureaucrat or as Governor he has remained impartial which has been his forte. And Chief Minister,Mufti Mohd.Sayeed,who is Modi's trusted man in Kash mir may have no reason to suggest to the Prime Minister to replace Vohra by a new Governor.
And political observers say that the PDP leadership has not felt enraged over the way Vohra returned the ordinance on recruitment policy because the state Government visualized that there was need for redrafting the recruitment policy.Though observers say that Vohra had returned the ordinance to the Government for reconsideration and redrafting only after the NC leaders had met him and apprised him(Vohra) of the serious consequences the policy could have on the educated youth but the PDP leadership has respected the opinion of the Governor.
A senior PDP leader said that had the PDP leadership been enraged over the decision of Vohra it would have resubmitted the ordinance which would have made it mandatory` for Vohra to sign it.The PDP did not do it thereby indicating that the PDP leadership had nothing personal against Vohra.
