BGSBU scholarship scams: Probe panel doesn't submit report
HC rejects bail plea of absconding employee

Jammu, June 11: A committee constituted by Baba Ghulam Shah Badshah University (BGSBU) administration to probe into the scholarship scandal has not submitted its report so far.
Sources informed Early Times that on May 28, the BGSBU administration constituted a five-member committee headed by Prof Ghulam Hassan Dar, Dean School of Biosciences & Biotechnology as its head.
Though the committee was asked to submit a detailed report within seven days (by or before June 4), no report has been submitted so far.
Sources said the committee does not have prerogative to even pin-point the officers involved in the scandal but was asked to merely find loopholes in the disbursement of scholarship amount.
Though police has been vigorously investigating the case, it has so far failed to arrest the absconding employee, whose bail plea was today rejected by High Court.
"Muzaffar Malik has been portrayed as mastermind of all illegal activities going on in the varsity by his masters, who are incidentally also involved in many embezzlements," said sources, adding that the committee also has no jurisdiction to find out the officials involved in other scandals, apart from scholarship scandal.
Convener of the committee, Prof Dar, said that their jurisdiction is restricted to varsity only but J&K Bank authorities and some other departments were also involved whom the probe panel could not question.
"Records pertaining to scholarships are being scrutinized by police and other departments also. So we have sought more time from varsity to complete the report," he said.
When asked what is the deadline for submitting the report, he said, "No time frame has been fixed."
Senior Superintendent of Police Rajouri, Dr. Haseeb Mugal told Early Times that police has been vigorously pursuing the matter as a new scandal was unearthed by it.
"Apart from the scholarship scandal, nearly 30 more cheques have been recovered during investigation, according to which transactions of nearly Rs 13 lakh was also made", he said.
When asked about the absconding employee, Dr. Mughal said that the High Court today rejected the bail application filed by Muzaffar Malik, while the statement of a student was also recorded before the magistrate.
"We have been searching for Muzaffar in nearby states and have apprehensions that he might go abroad to evade arrest," he said, adding that they have already intimated the Regional Passport Office Jammu and Criminal Investigation Department (CID) to restrict Muzaffar from going abroad as the accused has a valid passport.
When asked if the police has asked other departments to furnish details, Mughal said that they had sent written communique to two departments, Directorate of Tribal and Directorate of Social Welfare for furnishing the details of last three years, but so far have not received any response.
Mughal said that once they would get all records, and after the arrest of Muzaffar, if any senior official would be involved, he would be questioned.
