Police asked to probe harassment of whistleblower | Execution of MGNREGA works by RDD in Kishtwar | | Asif Iqbal Naik

Kishtwar, Jan 18: The whistleblower who had opened the lid on involvement of Rural Development Department's Junior Engineer and Junior Assistant in execution of MGNREGA works as contractors and personal benefits today approached Senior Superintendent of Police Kishtwar complaining harassment and threat from the said JE and Junior Assistant with active support of a local ex-militant-turned-Sarpanch. After going through the written complaint filed by whistleblower Mohammad Imran Shah, son of Mohammad Iqbal Shah, resident of Panchayat village Poohi, Lachdayaram-A, SSP Kishtwar directed Dy. SP HQ Kishtwar to investigate the matter. As per the details available with Early Times, whistleblower filled a written complaint alleging that accused Imran Butt, son of Mohammad Sabir, Firdous Ahmed, Muzammil, sons of Sanaullah, and residents of Lachdayaram-A Tehsil and District Kishtwar along with local Sarpanch Noor Hussain were threatening him and tried to force him for compromise through negotiation so as to hoodwinked the probe order by Deputy Commissioner Kishtwar Ghulam Nabi Balwan in response to the complaint filed by the whistleblower on January 2, 2016 in which DC Kishtwar directed ACD Kishtwar to investigate the matter and submit the report. After directions from DC Kishtwar ACD Kishtwar asked BDO Kishtwar to stop the execution of work in question with immediate effect. The whistleblower allege that after coming to know about filling of complaint by him, the accused RDD employees, his family members with active support of local Sarpanch started harassing them and threatened him that they will eliminate him in case he did not stop following the case added that he had also filled an RTI application seeking details from ACD Kishtwar regarding the construction of said path. He said that the accused persons even tried to defame him by indulging into drafting of fake public resolution by signing fraud signatures of the local inhabitants as an attempt to justify the illegal works being executed by the RDD employees in the Panchayat at the cost of local job card holders. "The two of the accused namely Noor Hussain (Sarpanch) and Firdous Ahmed are Ex. Militants and their antecedents can be verified from the record lying in Police Station Kishtwar---they threatened me that they will kill him and his entire family for which both they are hatching constant conspiracies against me" said whistleblower and urged upon the police to registered FIR against them so that justice could be done with the poor and downtrodden job card holders of the area added that in case of non delivery of justice, he will knock the doors of the court after ending of vacation in courts. Meanwhile ACD Kishtwar along with BDO Kishtwar today also visited the spot to verify the facts and found the complaint of whistleblower as genuine. After visiting the spot, ACD Kishtwar put few RDD officials under suspension with immediate effect however the name of the suspended officials could not be verified. It is pertinent to mention that the whistleblower filed a complaint before DC Kishtwar alleging that the JE Mansoor Butt and Junior Assistant Imran Butt are denying the jobs to job card holders while executing the construction of path leading towards the house of Imran But son of Mohammad Shabir Resident of Poohi by violating the rules and regulation, added that both the employees of RDD are involved in executing the said work in personal capacity as contractor and are misusing its official position. The complainant allege that both the employees are not only executing the work as contractor are also the beneficiaries itself by draining the state exchequer for their personal benefits and kept the poor people of the said village who are mostly depend on Job card man-day's into lurch by way of using their influence and muscle power. |
