3-weeks on, enquiry panel sits over report
Probe into spurious ISM medicines

Early Times Report
Srinagar, Dec 17: The much hyped probe into the alleged spurious drugs acquired by the department of Indian System of Medicines (ISM) has got delayed due to unknown reasons.
Sources told Early Times that on November 26 this year the state government ordered a probe into the spurious medicines acquired by the ISM department and the enquiry committee was asked to submit its report within a week. "Three weeks have passed since the day enquiry was ordered but till date probe panel has not submitted its findings," sources added.
They said, "Probe report is being delayed as it would open Pandora's box and can create problems for some officials. In fact a top official, presently working in the civil secretariat at a key post, won't only be placed under suspension but he it's expected that he may be put behind the bars."
"Soon after the samples lifted from a dispensary in Jammu were tested as fake by National Accreditation Board for Testing and Calibration Laboratories, the government in an unprecedented move had promptly attached ISM Director General, Dr Abdul Kabir Dar. Though the Director has filed his reply before the inquiry committee, there has been no further development in the probe."
Official documents reveal that attached ISM director has said that his department had procured medicines through the government approved e-tendering process after the companies, which participated in the bid, had met the criteria for doing so. "My job is to ensure the transparent purchase of medicines according to laid-down government rules. That has been done and nobody has found fault with that," he has said. "The process of purchase, however, doesn't end with procurement. If later, it turns out that the supplied medicines are spurious or sub-standard, the supplier is accountable for it. And, we take immediate action if we are informed by the medical officers who prescribe these medicines," he added.
"The prompt attachment of Dr Kabir and the delay in completion of the enquiry is only undermining the fairness of the process. This too when the other officials associated with the complex process of medicine procurement have been left untouched," sources alleged.
