Jammu, Feb 15: A RTI has revealed how a night watchman, Kanshi Ram was appointed storekeeper after his appointment in the department of Consumer Affairs and Public Distribution Department for Rs 30 monthly salary at Government Food Store Sounder in Dachhan.
The re-appointment has raised many a brows. Senior employees said Kanshi Ram was removed after payments were found outstanding against him.
The said Night Chowkidar as per the RTI was also found guilty of withdrawal of huge salary amount from the department and simultaneously also withdraw huge amount on account of Carriage Commission Loading and Unloading charges for running a Fair Price shop at Kalnoo w.e.f 10/2006 to 7/2009 which is the grass violation of the service conduct rules, has now again been reappointed as Storekeeper in Baghna Area of Nagsini in Kishtwar District by the Assistant District Officer CAPD Kishtwar who claims that it is Deputy Comm-issioner Kishtwar Angrez Singh Rana who force him to order his posting. Kanshi Ram has debit of over Rs 10 lakh to department as he fails to deposit the money in government treasury after the sale of ration.
Early Times through reliable sources came to know that department of CAPD is in deep muck as the appointment of Night
Watchman Kanshi Ram as Storekeeper is not an isolated case and there are several similar cases where Night Watchmen are functioning as independent storekeepers in the District Kishtwar.
As per the details available with "Early Times", in reply to the RTI application, the information provided by Assistant Director Consumer Affairs and Public Distribution Department Kishtwar vide letter No. ADCAPD/K/2015-16/2038-39 Dated 2-2-2016 reveals that there are 72 Night Chowkidar working in the department including Kanshi Ram (name featured at Serial No. 55 of the list) son of Darshan Dass resident of Sounder Dachhan was engaged as Night Chowkidar at Government Food Store Sounder vide order No. 219-22/FSD/98 Dated 6-5-1998 for watch and ward of the food grains @ Rs. 30 per month, but like him other Night Watchmen were also given promotional benefits by the officers of the department from time to time and the practice still continue in the department by the blessing of the present dispensing at the helm of the affairs.
The sources informed the "Early Times" that the department releases salaries worth crores of rupees on the name of these Night Watchmen
for the period 1997 till date added that in addition to their salaries, the department on the name of the several of these Night Watchmen draws Carriage Commission Loading and Unloading charges for running a Fair Price shops, which also runs in corers and in violation of the rules and regulation and the same required a detail probe for recovery of the same.
The sources urged upon the Governor N N Vohra, Chief Minister Mehbooba Mufti, CAPD Minister Chowdhary Zulfikar Ali and Deputy Commissioner Kishtwar to order an inquiry into the appointment of Night Watchmen and their fast track promotion, beside an action against them on account of double drawl in violation of the service rules as the person is not entitled for withdrawal of salaries as well as withdrawal of Carriage Charges at the same time.
They also seek action against the senior officers of the department who from time to time felicitated their promotion as well as felicitating their double drawl on account of salaries and Carriage Commission Loading and Unloading charges for running a Fair Price shops.
The people also demanded immediate role back of order of reappointment of Kanshi Ram as Night Chowkidar without wasting any time beside stern action against him for embezzlement of government money.
