srinagar, Feb 17: There seems to be utter chaos and confusion when it comes to the functioning of Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) government in Jammu & Kashmir.
Ministers are issuing contrary statements much to the discomfiture of the people. The issuance of contrary statements aptly proves that there is complete disharmony among the ministers in the government. Sometimes ministers within the same party lock horns while as at other times there is complete disagreement between ministers of the two coalition partners.
In the recent past a senior minister belonging to PDP said that in future nobody would be allowed to appoint youth on casual, daily wage and consolidated basis in the state. The statement was by and large welcomed by one and all in the state. However, a minister belonging to BJP is all set to upset the announcement made by PDP minister.
On Friday (February 16) Minister for Animal, Sheep Husbandry and Fisheries Abdul Ghani Kohli announced that state government is planning to introduce Rehbar-e-PashuPalan (ReP) in the state. Although, this is a policy decision, but still then the minister chose a platform according to his own convenience to make the announcement.
The minister said that the government is contemplating to engage ReP in the state to provide temporary employment to veterinary graduates under a scheme. Kohli in fact asked the officers of his department to come up with a proposal in this regard so that the same can be taken up with the government for accord of approval.
It would be in place to mention here a minister belonging to PDP had made a similar announcement in the recent past. Following the statement the government introduced the Rehbar-e-Khel (ReK) scheme in Jammu & Kashmir. The scheme was introduced to make the appointment of youth who have got degree in the subject of physical education. The scheme since then has been tangled in legal procedure.
Before this the department of forest headed by BJP introduced the scheme of Rehbar-e-Janglat for the forestry graduates of the state. However, this scheme could not take off much to the displeasure of the concerned minister. It is the same minister who had accused the people of a particular community of encroachment of forests in the Jammu division.
It seems the ministers of present dispensation in the state have been influenced by the previous coalition. It is due to this reason that the ministers continue to make statements about the employment of educated youth more so professionals on consolidated basis in the different government departments.
In such a manner the exploitation of educated, but unemployed youth continues in Jammu & Kashmir. In the absence of employment policy the highly qualified youth are already at the receiving end. The statement of ministers of engaging them in lieu of few hundred rupees is equivalent to adding insult to the injury.
