For no fault of their West Pakistan Refugees suffering badly
4/28/2018 11:41:22 PM
R.B.SURI

Since 1947, WEST PAK REFUGEES are passing their lives badly and their fate is still hanging in fire. Their fourth generation is living in dilemma in this nation as unsettled yet in this universe. And they remained the victims always at the hands of various successive national governments from time to time since 1947. A time of 70 years has gone for nothing and they got nothing but only the assurance which is highly deplorable.
Political parties at the helm of affairs as ruling class maltreated them and exploited them for their narrow political ambitions. Like INC, BJP too has exploited them to the large extent particularly in the last Lok Sabha and J&K Assembly elections. The Prime Minister of India Narender Modi after coming to power took the cognizance to some extent thereby announcing Rupees 80000+ crores package for the state of Jammu and Kashmir which include the earmarked amount of Rs. 2000 crores for the financial help of POJK REFUGEES but sorry to state the he did nothing for the benefits of the WEST PAK REFUGEES. But with the heavy mind, it is mentioned that present Rulers of the J&K State and the Central Government are tossing the issue of the WEST PAK REFUGEES and are putting the people's future at stake and in doll drums for no fault of theirs.
Various organizations of WEST PAKISTAN REFUGEES struggling hard in demanding their resettlement and financial help from the government at the earliest possible. Every now and then they had been seen while making the protests and dharnas on the Jammu streets and bazaars against the government but the State Government and the Central Government, on one pretext or the other, are lingering on the issue involved of great importance. They have the genuine demand of their resettlement which is pending since more than 7 decades which the government should immediately address it. Now it is the high time without wasting any further time on this score, both the governments should accede to their request for resettlement soon. And they should be provided with the requisite financial aid based on their eligibility and entitlement immediately. RESETTLEMENT OF WEST PAKISTAN (WPRs) issue is hanging in fire since long. Many Governments have come and gone but with out any solution to this grave problem. Vote Bank politics were played on this score by every National government in this Country and the State Government as well. With the blessings of God, they are alive on this earth. But the Government did not treat them as was required in the right earnest.
The Jammu and Kashmir Government went on doing the discriminatory treatment with these REFUGEES as the POJK refugees have started getting the relief from the State Government out of the Package of Rupees 80000 + crores announced by the Prime Minister of India Narender Modi last year. With the same balance, the Government went on weighing these both refugees thereby adopting different parameters as and when there was a necessity for the same. From time to time, several debates were made by the Central and the State Governments on this score but all in vain.
Various Committees were constituted in the past with various names. They met but nothing concrete could be possible in this direction. Through out the period, the State Government kept on lingering on the issue involved on one pretext or the other. Two yardsticks were adopted by the State administration to deal with the West Pakistan and POK Refugees Issues separately. Now a days, seeing their future in the darkness, they are cursing themselves for settling in the state of Jammu and Kashmir instead of any part of India, after the partition of the country. In fact, they are right when they say that had they settled in rest of the country, apart from Jammu and Kashmir, they would have much better than the present position which is really a pitiable situation and they are living in at the mercy of god only ? They are suffering badly due to the apathy and discriminatory attitude of the State Government. Had they settled in the other parts of the country instead of Jammu and Kashmir, Like Dr. Manmohan Singh , I.K.Gujral who became the Prime Minister of the country as also Lal Krishan Advani who became the Deputy Prime Minister of the country. They were also the souls who migrated from PAK areas after the partition of the country . From all this, they are repenting on their settlement in J&K as West Pakistan refugees. Pertinent to mention here that when the country attained the freedom from the slavery of the Britishers in August,1947, Jammu and Kashmir state was an independent state ruled by the then Maharaja Hari Singh who wanted to remain as the independent identity over the globe. When he was just and started their advancement towards Kashmir to decide the fate of his state, PAK Army and the Qabailies attacked Jammu and Kashmir state on October 22, 1947 the armed forces of the Maharaja Hari Singh fought with them bravely but they could not contain them fully and the situation in the state became the worst then only Maharaja Hari Singh became helpless as there were mass killings of both the muslims and hindus in the state, decided to accede to India he had signed the Instrument of Accession (IOA) on October 26, 1947 and Jammu and Kashmir became an integral part of India. After signing the IOA. he requested the Indian government of the time for sending its security forces in the state to defend its territories.
And the moment, the Indian forces landed at Srinagar on October 27, 1947 the attacks of the PAK army and the Qabailies were repulsed vigorously in which attackers were totally destroyed and the situation in the valley was contained fully and the normalcy was restored by the Indian forces .
Due to the partition of the country, refugees came in large numbers in this side of the Indian territory and settled in the Jammu region and since then they are on the streets for demanding the justice, financial aid, rehabilitation and of course for the citizen ship rights also which are being denied to them and after the patition of the country, they are lining the lives as the refugees in the state of Jammu and Kashmir. Seeing their pitiable lives, our heads are down before them. They have also challenged the Article 35A, and 370 of the Indian Constitution through its President Labha Ram Gandhi, before the Apex Court and the matter is sub judice and the hearing in the case along with other three petitions is still on and the verdict is expected any time. Also it is Important to mention here the State of Jammu and Kashmir is defending the said Articles of the Indian Constitution vigorously. Keeping in view all these things they need the justice from the State and Central Governments as soon as possible.
(a) It remained friendly with the POJK Refugees a little bit as it went on pleading the case continuously in their favour with the GOIthereby neglecting the West Pakistan Refugees.
But it is sorry to point out that J&K Government was against and furious about West Pakistan Refugees because they were from the Indian territory falling near the IB which is at the moment is with Pakistan.
(b) The State Government was having a soft corner for POJK Refugees always as the Rulers of the State treated them as their own and on the contrary, it was giving a bitter dose to the West PaK Refugees in creating problems for their Resettlements. This was purely discriminatory in nature.
In simple words it can be concluded that the approach of the State Government was totally biased as it was always in favour of POJK refugees a little bit . Whenever any concrete proposal came from the Centre in favour of the WEST PAK REFUGEES, it was opposed by the State Government tooth and nail and the input of the same was passed on to the Separatists and the Anti national elements in the valley to make the hue and cry on this score against the wishes of the Union Government. WPRs are miserably an unlucky lot created by the almighty in this universe.
