Mantris seek VO clearance for officials posted in their personal section

SRINAGAR, May 11: Several ministers have recommended that officials posted in their personal section shall get the vigilance clearance, which has been opposed by the employees.
The PDP-BJP recently made a major reshuffle of its ministers. As government has been making postings of officials in personal section of ministers, several ministers have recommended that they should get first vigilance clearance.
"I told the government that officials posted in my personal section should have no tainted past. They should be honest and having integrity," a PDP minister said. "We don't know the past of officials posted in our personnel section. These officials are well-aware of all the happenings in the departments and dealing with it. There are also confidential files that they have to deal with. So it is necessary to ensure that officials past should be scrutinized whether they have any case in the vigilance," the PDP minister said.
Another PDP minister said he has recommended that he should be provided officials in personnel section only after they get the vigilance clearance. "Government is yet to take any decision but has been opposed by employees," the minister said.
Sources said several ministers are also recommending staff in their personnel section of their own choice. "Several ministers have personal staff on their recommendations. But there shall be a criteria where the vigilance clearance must be mandatory like at the time of promotions," an official of the General Administration Department, said.
As per the rules, a government employee would be considered for promotion only if he or she has been given a clearance from vigilance department.
As per rules, a promotion can be denied on three conditions -- if the government servant is under suspension, a charge sheet has been issued and the disciplinary proceedings are pending, or if prosecution for a criminal charge is pending. "The government has to amend the rules if they want vigilance clearance to officials posted in ministers personnel sections," the GAD official said.
The GAD official said that government does not want that vigilance clearance shall put halt into the functioning of the government. "There is already delay in vigilance clearance at the time of promotions. It sometimes takes officials months to get the clearance. If it is to be made mandatory for officials posted in personal sections then there may be months for these officials to get vigilance clearance till then work will be affected. It requires then more staff to do clearance at fast track," the official added.
