| Govt Deptts main violators of traffic rules | | | Minam Saqib

SRINAGAR, May 20: While the government has been blaming people for increase in road accidents, its departments have been main violators of traffic rules.
Official sources said that government department vehicles are main violators of traffic rules.
"Unlike the common people, government has been soft towards its departments, which have been flouting traffic rules," an official of the Traffic Department said. "The drivers know that even if they are challaned the money will come from state exchequer. There should be rules that employees should pay the challan not come from the state exchequer government." The official said that Traffic Department has raised the issue with authorities following which directives were issued to follow traffic rules or face the act. As per the directives issued by Divisional Commissioner Kashmir, a copy of which lies with Early Times, "It has been brought into the notice that some government vehicles of different departments are without registration or having incomplete documents. Besides the officials who use bikes of the departments do not wear protective head gear helmet which is total violation of motor vehicles act."
Government has directed all the HODs to direct the concerned officials to strictly adhere to the Motor Vehicle Act rules and ensure that no vehicle is plied on roads without registration plate or incomplete documents. "Moreover the bikers of the departments be also directed to wear protection head gear helmet," the directives say.
"Any violation of this circular shall be taken serious note of by the competent authority and guilty shall be taken to task as per the relevant rules."
An official at the Divisional Commissioner Kashmir said that government took a note over repeated complaints that employees were not following traffic rules. "The Traffic Department has also raised the issue with departments that employees shall abide traffic rules and will reduce fatalities," the official said. According to the official figures around 11,000 road accidents have been reported annually for the last two years, while three to four people die on an average daily in the state. A senior traffic department official said, "Even the pillion rider of two-wheeler would be required to wear helmet. Violation would result in imposition of fine under relevant section of Motor Vehicle Act. Rules are for everyone." The official figures of the Traffic Department reveal that campaign has been intensified against traffic violators with increase in challans. As per the official figures, the Traffic Department has challananed 379319 traffic violators in 2010, comprising 59,782 court challans and 319537 compound challans.
The number of traffic challans in 2016 reached to 662930 comprising 64610 court challans and 598320 compound challans. The Traffic Department officials said that the increase in number of challans implies that traffic department is collecting more revenue for the government. |
