JAMMU, May 20: At a time when the government here is beating the trumpet of quality education and ensuring transparency in the system, the erratic acts of one single Zonal Educational Officer (ZEO) are bellying all the government claims. in one go.
The ZEO in question has been throwing rules to the wind, insulting seniors and even challenging the directions of the director school education Kashmir with complete impunity.
The officials in the department of education divulge that the erratic ZEO seems to be enjoying the patronage of some political group as no one has been acting against him despite the gross violations being committed by him in the official procedure and guidelines.
Despite the Directorate of education receiving a plethora of complaints against this erring official, to everyone's surprise, he was recently given additional charge of a zone in Srinagar district in addition to his duties at central Kashmir's Ganderbal.
"He rejects the medical leaves, childcare leaves of female teachers amid the choicest abuses he throws at them. Recently a female teacher gave birth to triplets. She applied for the child care leave of two months as per rules which the erring ZEO rejected. She went to director school education who after listening to the woeful plight of the teacher directed the ZEO to grant the female teacher, child care leave for two months. The ZEO categorically again rejected it, saying he doesn't take into consideration any direction from the director education," divulged one of the officials privy to the development.
He added that the leave applicant along with her ailing mother took all her newborn babies to the office of the ZEO and pleading before him to understand her plight. "He again refused. It was later after much deliberation by the staff of the office that the teacher was given 20 days of leave," sources within the department said.
There are also reports that the ZEO in question isn't even listening to any of the directions being given to him by the Chief Education Officer of Ganderbal. "He is a pathetic person and we don't know how he continues to remain on the chair which he in no way deserves. He flays rules and throws norms to wind. All according to him are insane except his own self. We have been repeatedly informing the Directorate of school education about his actions but nothing is being done against him," says an official in the office of the CEO.
Recently, a female teacher was deployed in Srinagar and her deployment order was issued by the Secretary school education.
The ZEO in question objected to the order and refused to relieve the teacher. The teacher, as per reports, went to CEO office and the ZEO was directed to relieve the teacher immediately. "He again rejected the order of the CEO. Who is CEO and the Director? They are all corrupt was how the ZEO trashed the orders," says an official, adding that the teacher finally had to approach the director school education and narrated him the whole plight.
As per the reports, the director reprimanded the erring ZEO, asking him whether he thinks of himself as above law.
Meanwhile, teachers in both the zones whose charge is under the ZEO, are up in arms, smelling a rat over the reason that no action is being taken against the said official despite the gross violation of rules being done by him. "This ZEO was reprimanded and ridiculed in open by the teachers of Srinagar zone recently when he tried to insult a female teacher. This is the height of things. How come some erratic people are posted at these important positions," said a senior lecturer posted in Srinagar.
