MC Budgam's compost unit defunct

Budgam, May 20: In order to address menace of solid waste in Budgam town , the Directorate of Urban Local Bodies Kashmir (ULBK) started a pilot project in November 2016 which, according to sources, was a successful project, but instead of continuing it the present Director Urban Local Bodies Kashmir has stopped the project and the assets created by the local Municipality have become defunct after a huge investment.
Details available with Early Times reveal that a mega compost unit established on Government land by the Municipal Committee Budgam in year 2016 has been defunct from last more than 8 months as the organic waste which used to be processed here in past is no-more collected and transported to the compost site. Sources in MC Budgam say that more than 6 lakh rupees were spend on construction of compost site in Budgam , but instead of utilizing it the incumbent Director Manzoor Ahmad Sofi has stopped the project for unknown reasons.
"In past the work was quite successfully done at this place , in-fact MC Budgam had hired a private firm which worked in town for almost 1 year . They used to create awareness about waste management , its segregation and then it was collected in segregated manner . The waste was processed at the site as well and organic compost was made by the firm. Inspite of being a successful project the Director ULB Kashmir did not go ahead with it even after the work was tendered and allotted for 1 full year in all the 13 wards . After allotting the work , the Director said he has no funds. Had the project been unsuccessful, we would not have questioned the Director , but inspite of being a successful project Director stopped it. This is not only with Budgam solid waste project , the said Director who is incompetent has made lives of employees miserable as well. He is doing no work as he is waiting for the date of his retirement by May end " said a senior officer (name withheld) in Directorate Urban Local Bodies Kashmir
Pertinently Directorate of Urban Local Bodies had invited Expression of Interest (EOI) from registered firms / companies in 2016 back for undertaking scientific solid waste management on pilot basis in Budgam . M/S Basix Waste Ventures which is an Indore based company having its operations in Srinagar had been finally shortlisted for this pilot project at a cost of mere seventy five thousand rupees (Rs 75,000 per month). After 4 months another successful pilot was done and finally after a 1 ½ years tenders were invited for one full year for all the 13 wards of Budgam town last year in October . Till date the work hasn't started as the incumbent Director joined the ULB Kashmir in November 2017.
The compost site which used to treat almost 2 quintals of organic waste daily from 5 wards has now been turned into resting place for dogs and all the untreated garbage is being dumped in the compost unit by many people.
