Will J&K set the tone for simultaneous LS & Assembly poll?

What next? This question has surfaced af-ter the state of Jammu and Kashmir was placed under the Governor's rule. Since the Governor, N.N. Vohra, failed to make alternate alliance possible he had to impose the Governor's rule. And the Congress and the National Conference could have formed the Government but the numerical strength in the Assembly has not made the two to achieve even a simple majority. Since National Conference Vice President, Omar Abdullah, had rejected any alliance with the PDP the Congress and the NC could not go ahead with the plan after the PDP and the BJP had refused to join any new coalition. As has been the case Omar Abdullah has demanded immediate dissolution of the House to be followed by fresh elections. This would mean holding of the Lok Sabha and Assembly elections in Jammu and Kashmir, for the first time, together. The Assembly election was due in 2020 in Jammu and Kashmir and the Lok Sabha elections are due next year. This way Panthers Party Chief, Harsh Dev Singh's demand for holding the Lok Sabha and Assembly poll together could be fulfilled in the near future.
N.N. Vohra issued a proclamation to impose Governor's Rule in the state under Section 92 of the Constitution of Jammu and Kashmir after receiving the President's approval. The Governor's Rule was recommended after Chief Minister Mehbooba Mufti submitted her resignation to the Governor following the BJP's pullout from the coalition government. Vohra consulted leaders of all major political parties, including PDP's Mehbooba Mufti (CM), BJP's Kavinder Gupta (DyCM), National Conference vice president Omar Abdullah and J&KPCC president GA Mir on the possibilities of "alternative alliances". He later forwarded his report to the President recommending the imposition of Governor's Rule in the state. Soon after the President's approval and immediate proclamation to impose Governor's Rule, Vohra held discussions with BB Vyas, Chief Secretary, now Advisor where the two "identified the major tasks which shall be required to be dealt with on a strict time-bound basis, beginning. Since Vohra is not only a constitunal head he has also the executive head of the state under Governor's rule.
Indications are that the Assembly may be dissolved and stage would be set for holding the new elections. Since the state could be placed under Governor's rule for six months only possibilities seem bright for holding the Lok Sabha and Assembly elections simultaneously. If that is the case the state of Jammu and Kashmir will be the first state where the experiment was held. No doubt the counter insurgency operations may be intensified during the Governor's rule because there may not be any political interference in these operations. And it will be a test for Vohra to ensure incident free Amarnath yatra. As is known Vohra has the capacity to fulfill his mission of intensifying counter insurgency operations and ensure incident free yatra provided he is given another extension because he knows the job as he has been in the state as Governor for more than eight years.
