Hopes Waxing and waning against hopes has stated diminishing with each passing days now. Raised one fine morning by an organization by the name and style Rural Technology Action Group (RuTAG ) in the first week of December 2014. Appeared to provide guidance assistance to the toiling masses in the rural area in their day to day way of life in jammu. Since then days became months which graduated in to the years promise has not been converted in to any action after the talk vanished in a thin air without trace.Yet another cruel joke played with the sentiments with the sincere, honest law abiding persons who carry deep in their core of heart Nationalism and Patriotism. At the same time it has shown another chink in the Armour of the promises on the part of the Prime Minister of the country under whom it directly functions its success or failure as such rests of him. Rural Technology Action Group has been as given to understand established in 2004 under the Chairmanship of the Prime Minister of the country who as per the constitution personally monitors its progress. Since Prime Minster is too busy provide a chance for deep slumber it seems. With the NDA Government bang RuTAG too opened its eyes to show its presence before the Narender Bhai Modi under the principle pretend to be busy do nothing ,came to jammu as JK State is a place on which all the time eyes rest on it from all over the world. This made the Group to bring Jammu University to rope in so as to make it known to the Prime Minster its presence and convey that it works with dedication. It role as given to understand is to devise a mechanism to achieve rural advancement through S&T interventions. The interventions are essentially demand driven and have focus on problems associated with marginal communities in rural areas. Formulation of project proposals for testing the existing technology and undertaking R&D in the existing technology. Improve/upgrade/adapt the existing technology, conducting R&D/ modifications/re-designing/downsizing/fine-tuning/standardization/scientific validation for adoption of the technology by the users at the grassroots. Conduct demonstration and training on the improved technology to the trainers for large scale adoption of the technology by the target groups. Manufacturing and commercialization of the improved technology. Creating awareness of rural problems to the students and faculty of the university system, and offer them guidance and financial support to come up with solutions to the grass root problems. RutAG is helping towards addressing defused rural economy through S&T Platform. Dissemination of refined technologies reaching to rural areas. Technology delivery for non-farm/ agriculture sectors. Benefiting rural groups through network of NGOs. Adding value to the produce and enhancing quality of rural life. Various Science and Technology (S&T)-oriented voluntary agencies, Non-governmental Organizations (NGOs), Governmental agencies, district-level administration, and few others have been successful in disseminating some rural technologies .With this mandate Action Group organized a two days Seminar hosted and conducted by the Jammu University in its campus. A soaring flight to imagination was given promising sky to ameliorate the rural related sufferings where of the soul of the state lives. Where in the path full of rosy all the way to the last person from toiling class within the jurisdiction of Jammu University and beyond shall be benefited was projected amidst cheers.. The seminar was attended by Prof R D Sharma, JU Vice Chancellor, Prof I A Hamal, Vice Chancellor of BGSBU, Prof. Tej Pratap, Vice Chancellor, SKUAST Kashmir, Rakesh K Gupta, Principal Secretary to the Governor J&K, S Chatterjee, Scientific Consultant, Dr Ketaki Bapat , Dr S P Kimothi, ADG, ICAR, Prof S K Saha, IIT Delhi and various NGOs. This writer was one of the invitees by virtue of heading then the J&K Confederation of Voluntary Social & Charitable Organizations, a conglomeration of registered organizations . Various papers were read rather old one reread , deliberated upon about prompting the cottage industry based on Buxux wood locally called Chekhri, whose items are in great demand, Pasmina, Mushroom, Bamboo, Meat production with utilization of wool, Silk, revival of Springs, Drying Springs shall be got rejuvenated with isotope technology, safe drinking water,local small electric hydro generation for local cluster consumption, affordable local made Sanitary Napkins in remotest areas far in deep mountainous areas, carrying and providing improve efficient farmers implements. NGOs those participated or those heard of it later took initiative in good faith without assigning any extra motive.After the seminar next day on 5th of December 2014 media add more spices to the hopes of the discriminated voiceless masses splashed it as a breaking news that Jammu University has achieved a unique distinction across the country to be the first varsity having the Rural Technology Action Group (RuTAG) Chapter. This is for the first time that the state of Jammu and Kashmir is having this Chapter. S Chaterjee the Scientific Consultant to PSA, Govt of India, announced that University of Jammu will host a RuTAG Chapter for identifying expertise and finalizing the proposed project proposals requiring technology interventions for harnessing their potential with economic viability. Dr Manoj Dhar in charges Jammu Chapter did sent mail for projects from NGOs, some did others felt demand for projects are not viable with the masses or untenable. Khudayee Khidmat Ghar a reputed NGO on its board are veteran social workers with scientific background know job well, did send a proposal to revive Aanadhan, poor man's sauce, beside highly remunerative as an incremental income to the rural poor , which due to neglect, has been dying due to some diseases. Instead appreciating and pinning trust on this reputed organisation RuTAG directed to consult Sher-i- Kashmir Agriculture University jammu, for its viability whose record in this regard is poor as no research in any are its has carried. Either tossing the project from pillar to post or across the table discussing or rendering assistance to NGOs is not in their scheme of things. This writer believed that the spirits Surendra Kumar Dey, first Union Cabinet minister for Cooperation and Panchyati Raj has been rechristened. Who pioneered and steered community development in independent India. Firmly unlike the Group believed that democracy cannot be practiced by government servants and stressed that the fruits of democracy ought to reach every village. His concept of community development was rooted in his belief that the community could help itself rather than looking "towards the government as Mai-Baap." Model of community development is characterized by a three-pronged strategy- development of the area, coordinated administration and development of the individual and the community. Till date RuTAG JU it appears subject to correction has nothing to write home about. Needless to add again RuTAG again surfaced from deep blue moon with a news on 26Feb 2015 that Dr. R. Chidambaram, Principal Scientific Adviser visited the Shrine of Mata Vaishno Devi, and to have it a official visit met N.N. Vohra, Governor .And through media it was conveyed that next day that Rural Technology Action Group commences functioning JAMMU , an admission on their part that till then RuTAG- non functional .Adding number of proposals were identified, including the improvement of the Palki used for carrying pilgrims to the Mata Vaishno Devi ji, Shri Amarnathji Shrines; collection and disposal of mule dung along the tracks of Shri Mata Vaishno Devi Shrine; recharge of springs in the hilly areas of the State and development of a hybrid Bukhari for use in the colder regions of J&K. The project for improved disposal and biogas production from mule dung on the Yatra track of the Shri Mata Vaishno Devi ji Shrine will be jointly taken up by the Indian Council for Agriculture Research (ICAR), National Research Centre on Equines (NCRE)-Bikaner, National Environmental Engineering Research Institute (NEERI) and Shri Mata Vaishno Devi Shrine Board. The project for recharge of dried springs in Rajouri would be taken up by the Himalayan Environmental Studies and Conservation Organization (HESCO), Bhaba Atomic Research Centre (BARC), University of Jammu and Baba Ghulam Shah Badshah Univerity, Rajouri. Governor has directed Dr. Manoj Dhar, Registrar, University of Jammu, and Coordinator of RuTAG Jammu Chapter to effectively coordinate with all the aforesaid institutions, which are involved in the time, bound follow up action on all fronts. Inherent defect with the RuTAG is while availing all the government facilitates, want others to do their assigned job for them, instead being in the field interacting with the people assess on spot the way of life problems, just play with computer to direct as "Mai-Baap."Where what is has been promised. Group has developed deep rooted habit show its presence and go again in deep slumber unless a high level committee is got institute for its role conduct and achievement in the jammu division under the spirit of transparency and accountability.
