Early Times Report

Jammu, June 23: The non Sher e Kashmir University for Agriculture and Sciences Kashmir (SKUAST-K) has held only 5 meetings of the Research Council in 5 years against 20 mandatory sittings thus hampering research activities. According to the University Act, the Research Council was to oversee research programmes relating to agriculture, animal husbandry and allied sciences carried out in the University and was to meet at least once in every quarter. "But against 20 mandatory meetings, the Research Council held only five meetings during 2011 to 2015. This affected the level of supervision and guidance of the research activities," they said.
They further said that University Varietal Evaluation Committee (UVEC) had recommended 17 seed varieties/ hybrids to the State Seed Sub Committee (SSSC) for notification by CSC. The SSSC, after eight months forwarded 16 cases to the Central Seed Commission (CSC) in 2009 which notified 16 varieties between September 2012 and September 2013. "It took over four years for notification since recommendation of these varieties by the University Varietal Evaluation Committee. Further, eleven seed varieties forwarded by the State Seed Sub Committee were returned in 2014 by CSC for submission of more information which was submitted by the University in respect of only seven varieties which were considered in 2015 for notification by the CSC," they informed.
University administration claimed that varietal development and notification programme was a time consuming process which needed coordination between line departments, university scientists and Central Variety Release Committee (CVRC) and that the University had been prompt in submitting proposals but comments received from different committees had to be attended to including providing information sought by the CVRC. It added that 80 per cent of paddy seeds and 100 per cent of oil seeds/ oats in the farmer's field was the seed developed in the University which was instrumental in increasing overall crop production in the State, they said.
