HC directs Govt to file compliance report in Court
Opening of Degree College in Ukhral

Jammu, July 11: High Court J&K today directed the Govt to file the compliance report with regard to the opening of Degree College in Ukhral Tehsil of District Ramban in pursuance of Govt order issued in July 2014, with further directions to Respondent state to file the action taken report before the Court on 27th August, 2018. The directions were passed by Justice Janak Raj Kotwal in a writ petition filed by Sewa Singh General Secretary Panthers Trade Union through Advocates Harsh Dev Singh and Vilakshan Singh Advocate.
Seeking the implementation of the Govt order No. 386-Hr Edu of 2014 dated 24-07-2014, Harsh Dev Singh submitted before the Court that the operationalization of the said order had been denied by the Govt for political reasons. He pointed out that the order for establishment of Degree College for Ukhral having been sanctioned in 2014, the succeeding govt declined its implementation on extraneous political considerations. And whereas several new Degree College had been ordered by the BJP-PDP Govt during the last three years and made functionals the opening of Ukhral Degree Colleges, despite its sanction, was refused forcing the petitioner to knock the doors of the Court for justice. Harsh Dev Singh averred before the Court that the refusal to open the college was motivated as new colleges had been opened but previously sanctioned colleges had been disregarded. Alleging colourable exercise of power by the respondents, Singh said that denial of institute of higher learning in a far flung and remote tehsil like Ukhral had adversely affected the academic pursuits of the students living in bad pocket areas majority of whom had to abandon studies after passing 10+2.
