Early Times Report

JAMMU, July 28: A deputation of Jammu Kashmir and Ladakh All Departmental Clerical Staff Association (ADCSA) today met VV Vyas, Advisor to Governor and submitted a memorandum regarding removal of pay anomalies of clerical cadre.
The deputation, which was led by Babu Hussain Malik, Ravi Singh Bahu and others, also appealed the Advisor to grant pre-revised pay scale of Rs 4000 Rs 6000 to Junior Assistants, Rs 4500 Rs 7000 to Senior Assistants and Rs 5500 Rs 9000 to Head Assistants/Stenographer.
All the deputation members urged the Governor administration to implement the landmark judgement of High Court vide SWP No 3058/2015, MP No 01/2015 in letter and spirit regarding removal of pay anomalies of clerical cadre at the earliest.
They said that other cadres having less qualification and responsibilities as compared to clerical cadre employees have been upgraded from time to time but unfortunately clerical cadre have been ignored every time.
"The Government had upgraded the pay scales of patwaries, shephards, police personnel, teachers, stock assistants, flock assistants, veterinary assistants, account assistants and accountants from 01-01-1996 notionally and with monetary benefits from 19-02-2009.
Moreover, recruitment rules in respect of clerical cadre have been changed with qualification from Matric to Graduation with diploma in Computer Application and typing speed of 35 words per minute", they said, adding, a clerk with high qualification and heavy work load and responsibilities feels humiliated when the other cadre employees have been favoured with less responsibilities and qualifications but high pay scales.
