DDC cancels attachment of medicos, FMPHWs

Rajouri, Aug 2: As the health services in Rajouri district suffering badly due to inadequate appointment of permanent doctors in the hospitals/ PHCs etc, Chairman District Health Society (DHS), who is also DDC, has cancelled the attachments of 10 doctors and two FMPHWs and gave them last chance to join at their respective places of original postings.
Under NHM contractual staff engagements with the government, the doctors/ other employees shall work at the place and against the post and are not eligible for transfer from the place of posting.
But in Rajouri district significant number of employees engaged under NHM have been dislocated from their places of postings without the provision of substitute arrangements for the reasons best known to concerned authorities.
On June 22, Dr Suresh Gupta, CMO vide his office letter No CMO/NHM/2018-19 informed the District Development Commissioner (DDC) who is also chairman District Health Society, that 1o doctors and 2-FMPHWs appointed under NHM are on attachments in the health centres located out of district for the last many years.
Taking the matter seriously MA Asad (DDC) chairman/2018-19/HQA/12367-72 dt 1/8/18 has cancelled 12 attachment ( 10 doctors and 2 FMPHWs) and have given one week time to join at their original place of engagements before any further action.
Vide his office order No.SHS/NHM/RPSK/9417-27 dt 11/6/2018, Director NHM ,J&K has cancelled all the attachments and directed the employees to join their actual place of postings. But despite a gap of about 2 months none of these 12 employees have joined their actual place of postings.
"The non-observance of government directives by these 12 NHM employees' amounts to wilful insubordination which is unwarranted & uncalled for an entail stringent disciplinary action" said DDC, MA Asad.
Rule 3 of contractual engagements Rules under NHM reads, "If the contracting party at any time wilfully neglects or refuses to perform his duty, the appointing authority shall immediately terminate his contractual appointment without any notice and he shall not be entitled to any salary for such period".
