PDP-BJP Govt elevated tainted officers to MDs

Srinagar, Aug 2: Promoting the incompetent employees, the PDP-BJP government had elevated officers of the industries department as the Managing Directors, who were demoted by the former chief secretary on charges of their incompetence.
Sources said that during the regime of PDP-BJP government these officers whose basic promotions to the post of head of the department was under question and subsequently demoted, were elevated to the post of Managing Directors.
The story came to the fore when a complaint was lodged with the state accountability commission questioning the elevation of junior most General Managers to the post of Managing directors out of turn and violating set government norms.
The state accountability commission having found merit in the case issued summons under number, JKAC/ S/P- K-29/ 2015/ 17/1534 dated 24.10.2017 asking for producing response and also appear in person. The case about the illegal promotion is still underway with the commission. Sources said then the commission had also sought record from the concerned departments.
Sources said that despite all such matter about their promotion and then demotion, the PDP-BJP government had proceeded with elevation of these officers grossly violating the norms.
It is further revealed that no such NOC as required under administrative rules from vigilance organization and finance department was ever sought.
The order of their elevation clearly construes a favour to these officers putting the entire system on adhoc basis.
The sources further reveal that these promotions have even not been ratified by the then cabinet.
The total process was done in a clandestine manner and such promotions if at all should have been allowed by the cabinet itself, sources maintained.
The sources said that the employees of these corporations are dismayed with such an action of the then minister which has resulted in the carrier blockage of the competent and meritorious employees.
The employees of these corporations now expect that the present government headed by the governor shall intervene into the matter and give due to the eligible persons by removing these blue eyed managing directors.
