SRINAGAR, Aug 5: In brazen violation of rules and regulations Secretary State Board of Technical Education violated the SRO 520 and regularized services of casual labourers against the newly created posts.
Sources told Early Times that the officer made a mockery of rules and blocked the employment avenues of deserving un-employed youth. The appointments have been made without issuing the advertisement notice in this regard.
"The cases related to casual labourers were supposed to be forwarded to the competent authority for their regularization in terms of SRO 520, but the Secretary State Board of Technical Education did not do so in violation of all norms while abusing his official position," said sources.
Sources said that Secretary State Board of Technical Education placed the various casual labourers working in State Board of Technical Education against the regular strength of department against the posts created by the government in March this year. "As per rules Secretary State Board of Technical Education was supposed to forward cases of casual labourers to the competent authority for their regularization as per SRO 520. The posts against which the Secretary after receiving hefty sums from the beneficiaries adjusted the blue eyed casual labourers against the posts created by the government," said sources.
Besides others, Secretary State Board of Technical Education regularized services of Mohammad Salam Allaie, Munawar Ahmad Khan, Vijay Kumar, Zahid Nazir and Tilak Raj against newly created class IV posts.
"As per norms the created posts were supposed to be sent to Services Selection Board (SSB) for selection of deserving candidates amongst the un-employed youth. However, the same did not happen and blue eyed boys were adjusted against the newly created posts since the officer received hefty sum from them," said sources.
Sources said that violation of norms caused huge loss to state ex-chequer and also blocked the employment avenues of un-employed youth. They said that this also opened the way for other one lakh casual labourers of other departments to fight on same analogy which may cause law & order problem in the state.
"In violation of SRO 520 where-under the casual labourer who works in any department continuously for ten years is entitled for regularization at the rate of 10,000 per month plus annual increment as per norms, Secretary State Board of Technical Education placed the blue eyed boys against the newly created posts," said sources.
Sources said that Secretary State Board of Technical Education without issuing any advertisement notice as was instructed to him by the board members in 18th board meeting held in Jammu on 18-12-2017 made appointments of various blue eyed candidates on pick and choose method after receiving hefty sum from them.
No advertisement notice was issued for these appointments as well. Those appointed included Aamir Ahmad, Ankita Arora, Murtaza Ahmad, Zuhaib, Piyush, Rahul Kumar, Sana and others.
