| HDF being misused by politicians | | 100 Illegal appointments in Khansahib | | Early Times Report
Budgam, Aug 9: In a brazen violation of the recruitment rules and also without the approval of the competent authorities, more than 100 persons have allegedly been appointed under the Hospital Development Fund (HDF) in Khansahib medical block during last 6 months. Sources say neither any interview nor any written test was conducted while making these appointments.
Details available with Early Times reveal that from March 2018 till July end as many as 100 blue-eyed boys and girls have been appointed in various capacities in Sub District Hospital (SDH) Khansahib and several primary health centers (PHCs) of Khanshaib medical block. Sources say that present and past Block Medical Officers (BMOs) of Khansahib are said to be involved in this scam.
Only a few years back as many as 132 unauthorized appointments under HDF were made in Sopore and several senior doctors of Sub-District Hospital Sopore were said to be involved in this scam. In Pulwama district also several illegal appointments have been made in District Hospital Pulwama few years back. The HDF appointments are made in complete violation and disregard of the Government Order No. 954 HME of 2000 Dated: 21-12-2000 and Government Order No. 150-HME of 2005 Dated: 15-3-2005, which make it clear that the HDF has no scope for employing or engaging people. " Hospital Development Fund (HDF) means the fund collected on account of revenue generated in the hospital and this money has to be spent on different developmental works like painting , sanitation , purchasing ambulances , repairing washrooms and many other things , but politicians especially MLAs and MLCs are using HDF as a tool to adjust kith and kin of party workers " said Farooq Ahmad Shah a resident of Budgam. Pertinent to mention that most of the PHCs and even SDH Khansahib are in a pathetic condition especially when it comes to maintenance of these hospitals vis a vis sanitation. Hospital authorities especially the BMO is not able to provide enough phenyl to clean the filthy washrooms but instead using the money to hire sanitation staff or purchasing tools for sanitation work , the officer is busy keeping the local MLA & MLC happy. Sources say that most of the backdoor appointees are relatives of political workers and have been recommended either by MLC Saifudin Bhat & MLA Hakim Yasin both.
"Authorities must order an inquiry into the HDF recruitments in Khansahib so that the huge loss to the exchequer is saved. If there is need to hire paramedical staff the positions must be advertised through largely circulating dailies or making these advertisements through internet as well " said Javaid Ahmad a resident of Arigam Khansahib.
In Pulwama , Shopian and Kulgam illegal appointments under HDF have also been reported at the behest of local MLAs. |
