Mehboabian Interpretation of Muscular policy

ties and satraps are habitual of attacking central government policies and criticizing the efforts of central establishment and security forces to remain in limelight and in the good books of separatists and secessionists'. They never lose an opportunity to criticize the security forces particularly the central forces and army for so called human rights violations and never criticize the human right violations committed by the terrorists on innocents citizens as if the gullible masses have no human rights and as if these mortals are not human beings. The PDP president and ex-chief minister Mehbooba Mufti has recently criticized the NDA government headed by Narinder Modi for using so called muscular policy against the terrorists in Jammu and Kashmir. The recent abduction and killing of the three police personnel in Shopian district of Kashmir is a barbaric, uncivilized, dastardly and abominable act and it should be condemned by one and all including the political parties. But it is very unfortunate and disturbing that instead of condemning the brutal killing of unarmed police personnel in strongest terms, Mehbooba Mufti has seized the opportunity to malign the central government and security forces and had held security forces and muscular policy of centre govenrment responsible for the abduction and killing of the three brave police personnel. According to her, it is muscular policy of the central government which is responsible for the killing of police personnel. In the opinion of Mehbooba Mufti, it is the muscular policy of the central government which backfires and had provoked terrorists to kill the unarmed policemen. Thus instead of condemning the brutal abduction and killing of police personnel, she blamed highhandedness of the central government for the unfortunate police killings. Thus she has tactically justified the killing by the terrorist which is very unfortunate. It seems that she is speaking the language of the enemy state but her views on police killings have no takers in the state. Does she want that security forces should not retaliate but should bow down before the terrorists? Mehbooba has her own interpretation of the idiom 'muscular policy'. Mehbooba has said that muscular policy of the central government does not work in the state of J&K as is evident from the killings of three police personnel by the terrorists. It is strange that Mehbooba has her own connotation and interpretation of so called 'muscular policy'. She is better advised to consult the oxford English dictionary to see the real meaning and connotation of muscular policy. The muscular policy according to dictionary meaning is a fascist or an authoritarian force applied against the gullible and unarmed masses. It in other words it implies oppressive use of force against innocent people for selfish ends. But nothing of that sort happens in Kashmir while fighting armed insurgents. In Kashmir or for that matter in J&K no muscular policy is applied by the centre or the central forces to quell the anti-nationals and terrorists. The terrorists and radicalized youth are no innocents by any stretch of imagination. Thus muscular policy in real terms cannot be said to be applied when the terrorists use guns and sophisticated weapons to attack security forces. The security forces have to retaliate in order to defend themselves and in doing so there is no use of so called muscular policy. Therefore, when Mehbooba says that muscular policy of India failed in J&K and that it does not work in the state, she seems to be using the term muscular policy mistakenly and has her own connotation and interpretation of the said term. So the defenders and proponents of the Kashmir centric parties must see the writing on the wall and use terms in proper way and under proper circumstances. While fighting the terrorists, extremists and braving stones of stone pelters, the security forces use force as a last resort and in this there is no use of muscular policy. It is only when any authoritarian ruler or a fascist one uses forces to quell an uprising when those struggling are unarmed it can be called use of muscular policy. But there is nothing of this sort in J&K where security forces are fighting armed insurgents and stone pelters. So Kashmir's Separatist defenders should use the term muscular policy very cautiously otherwise its very meaning is suspect and it will not serve any purpose for which it is used by them. It is not only Mehbooba who has criticized the so called muscular policy of the central government but earlier Yashwant Sinha has also attacked the muscular policy of NDA government in J&K by saying that muscular policy is a brainless policy as muscles do not have a brain. The Kashmir apologists must see the reality and should not blindly sympathize with the terrorists, radicalized elements and stone pelters but should see the reason and not label the Kashmir policy of India as muscular policy. It is very unfortunate that Mehbooba has opined that the killing of three police personnel is the result of the provocation of the excesses of security forces on terrorists. It seems that she likes the security forces should work with hands tied and should bow before extremists and terrorists and not provoke them - the so called innocent terrorists. Mehbooba should use the term muscular policy appropriately as it hardly fits in the prevailing security scenario of J&K where security forces are fighting a proxy war unleashed by Pakistan.
