Faculty's DPC orders still awaited

JAMMU, Sept 23: Almost three years have passed since two Principal Secretaries of the Health and Medical Education Department , two Principals of the Government Medical College and also two secretaries of Public service commission were changed but the Department Promotion Committee (DPC) orders of nearly 88 faculty members of the same college have not been issued.
Highly placed sources divulged that there was huge resentment amongst the faculty members of GMC Jammu on this issue against in-charge Principals and administrative department on this issue as they have completed failed to uplift the issues of the faculty members.
Pertinently, 15 postgraduate seats at first time in the year 2017 and 13 Postgraduate seats in the year 2018 have been increased in the total pool of total PG seats in GMC Jammu. Permission for 6th batch of MBBS 150 Seats has been granted to GMC Jammu but still, final recognition is awaited for GMC Jammu yet.
If faculty members of GMC Jammu are to believed these enhancement PG seats and grant of 6th batch MBBS 150 seats permission is based on the projection of the faculty on their higher grade on OPG basis with two time affidavit been given by the two previous commissioner secretary, that these faculty will be placed within month time on the higher post and necessary DPC orders shall be issued. But unfortunately, till three years have passed but the administrative department has largely failed to issue DPC promotion orders in favours of almost 88 faculty members.
Two times these faculty members have been cleared by vigilance department as vigilance clearance and all other formalities like APR, work conduct and integrity certificate which remains valid for 6 months only have been submitted by these faculty members.
If sources are also to be believed two times DPC meeting has been convened but still PSC- J&K has not issued Minutes of meeting yet and fight of seniority among few Senior faculty members including sitting head with others seniority of Dr Shashi Gupta and Dr Indu Koul is claimed to be one the reason beside seniority issue between few other faculty members of is claimed as the reason for non issue of DPC orders.
Sources further said that some faculty members have created this situation, so that artificial dearth is created for a proposal to be put across for the enhancement of age of faculty of GMC Jammu and Srinagar in spite of adequate (3 times) pool of eligible Junior faculty available to be placed on the higher post of faculty in these medical colleges.
Sources stated that most important concern of the faculty is that Medical Council of India might take serious note of it regarding non-compliance on the part of State govt and misleading MCI by not conducting DPC of Faculty members of GMC Jammu.
