Jammu, Oct 8: Despite lapse of 10 years, the much needed Solid Waste Management Plant to handle urban waste in Jammu has remained a distant dream due to alleged vested interest of political parties which remained in power in the State.
Sources said that the Housing & Urban Development Department had started the process for bringing the project of Solid Waste Plant in Jammu on ground level in 2008, and thereafter number of the times the tenders were invited but it failed to get even a single tender matured till date.
"Every time when process was initiated to get the project tendered, the political interference failed it to take off obviously due to monetary benefits in this multi crore project. Although many companies having expertise in solid waste management had showed their interest to take up the project in the State but the matter could not reach to final conclusions allegedly due to personal benefits of the ministers concerned, who created stumbling block and resulting the project became political causality," they said.
They further said that with the delay of ten precious years, the cost of the project has also escalated enormously in present time making it more difficult to materialize. "Initially the cost of the project was estimated at Rs 40-50 Cr but after so much of delay escalation is expected to 20 to 30 % of the original cost.
"Recently, the Housing & Urban Development Department has brought State Policy and Solid Waste Management Strategy, 2017 and Draft Action Plan for Municipal Solid Waste Management J&K, 2018 in public domain through its official website to sought suggestions/views of the stakeholders on it," they said further adding that the department has initiated such process many time in past also but the things were never carried forward to the make it reality and said that mere organizing seminars, showing concern, and bringing Draft Plan on website will not serve the purpose, the department will have to show some courage to realize this ambitious project.
Every Time the project remained confined to making of Detailed Project Reports (DPRs) only after spending lakhs but it has also been observed that the many technical issues have been found in the DPRs also, they added.
Although, sources have expressed some hope saying that the project may be materialized during Governor Rule, but if it is parties rule it will never be materialized because of their lack of interest in it, and the personal monetary benefits in it, which has played a spoil sport. "The concerned departments were never serious about this project, number of time they floated project into tender but every time they fail to get single player," they added.
