NC - PDP POLL BYCOTT

tion presently led by the Governor Satya Prakash Malik is wise enough in taking the bold step of conducting the Municipal and Panchayat elections in the state of Jammu and Kashmir in a time bound manner with out any further delay thereby giving the top priority to the importance of these elections. Immediately after assuming as the Governor of the state, Satya Prakash Malik held a series of meeting with his Advisors, Chief Secretary BVR Subramanyam and CEO Shaleen Qabra in this connection.
Prior to this, the Coalition Government of PDP and BJP led by the former Chief Minister Mehbooba Mufti had adopted the policy of lingering on for not holding of these important elections at the very grass root level rather creating the obstructions for the participation of the general masses in this parliamentary system of governance of the country. The former Governor of the state N.N Vohra had imparted the directions to the Coalition Government of PDP and BJP led by the former Chief Minister Mehbooba Mufti, many a times on this score, but all in vain. The former Chief Minister Mehbooba Mufti, in fact, was tossing the issue thereby taking the cover of prevailing bad situation in the valley. She was not serious at all for holding these polls in the state.
Municipal elections all over the state of Jammu and Kashmir this time were the novel one because of the reason that both the main regional political parties of the state - National Conference (NC) and People's Democratic Party (PDP) who ruled this state in the past many a times, have boycotted these elections resulting which the candidates who have filed their nominations before their respective Returning Officers in the valley and in the absence of any other nominations stand already declared as uncontested ones. Both of these parties have demanded that the Union Government should clear its stand over the Article 35 A of the Indian Constitution first as also the hearing in this sub-judice case be held in the Apex Court after having the elected government in the state of Jammu and Kashmir. Boycotting of the Urban Local Bodies (ULBs) and the Panchayat elections in the state the main regional political parties of the state National Conference (NC) and People's Democratic Party (PDP) is considered to be - A SUICIDAL ACT indeed. Not only this, Dr. Farooq Abdullah moved an inch further and announced that National Conference and warned the Central Government that if elections to the J&K Legislative Assembly are held in near future they will not participate in the same. He is on record on this score. Similar utterances stand also made before the commencement of the Municipal polls by the PDP Chief Mehbooba Mufti in this regard. By taking such a drastic step National Conference and People's Democratic Party have endangered their political existence in the state as also caused a massive damage to their future prospectus thereby giving free field to the Indian National Congress (INC) and Bhartiya Janata Party (BJP). It is pertinent to mention here that National Conference is a political party having a strong background of more than sixty years and People's Democratic Party is just with 28 years. Since their inceptions, they have actually worked in the political field and made their strong base in the entire state. National Conference has ruled the state many a times on its own and with the support of INC and whereas People's Democratic Party ruled the state twice - once in coalition with INC and latest with Bhartiya Janata Party on the basis of the Agenda of Alliance. The leadership of both these main regional political parties of the state is enjoying the fruits of freedom of parliamentary democracy of the country by getting the handsome pay packets and other perks (Not less than four lakh each, if they are MLAs/ MLCs / Ex Ministers/ MPs) but the pinching point is that the people, on whose base they get elected for the various constitutional posts, are facing the numerous problems and hardships without any positive results. The general masses particularly are suffering badly in the valley as they are being exploited for the own vested interests.
The state of Jammu and Kashmir is passing through a crucial stage after 1987 and the Kashmir region is presently in turmoil due to the eruption of militancy particularly after 1989 and the pro Pak elements, Terrorists, Separatists and the Hurriayat Amalgamation were enjoying the patronage of the two regional political parties of the state - National Conference and PDP, over the civil administration and had all the free field to operate upon in the valley fearlessly without any restriction in giving the tough resistance to the security forces of the country which had been applied the brakes by the political stalwarts of the country for their vested interests to remain in power. The Governor Administration has put National Conference and PDP in a very awkward situation by conducting the Municipal Polls in the state successfully. Now they are repenting rather finding themselves in a fix as to whether they should continue with the same stalemate or reconsider their 'Poll Boycott' decision at the earliest possible?With the completion of the ULB / Municipal Polls in the state after the results of the same on October 20 and onwards, the Governor Administration is switching over to the conducting of the Panchayat elections in the state and the process on this score , is likely to commence from October 23 and would be completed by the end of December this year. In January 2019 and onwards, the Governor Administration would be having the challenging task for conducting of the J&K Legislative Assembly elections in near future after having dissolved the present Legislative Assembly (which has been placed under suspended animation after the imposition of Governor's Rule in the state on June 20 this year) in terms of the provisions of the J&K Constitution. I don't know as to what has happened to Dr. Farooq Abdullah- Why has gone so rigid over the Article 35A of the Indian Constitution? He is a seasoned and crowd attracting politician of the country and matured enough to act judiciously and promptly. Under the prevailing circumstances, the leadership of both of these main regional political parties of the state will have to reconsider their Poll Boycott decision at the earliest as it looks that GOI and the Governor Administration are going to revoke the 'Suspended Animation' order of the J&K Legislative Assembly very soon paving the way for the dissolution of the J&K Legislative Assembly with immediate effect and subsequently a bold decision for holding of the elections to the J&K Legislative Assembly afresh in the state - may be the with Lok Sabha Polls before May next year.
A day back, the former RAW Chief AS Dulat has desired that as soon as possible, the Governor of the state Satya Prakash Malik should take the necessary steps for holding of the J&K Legislative Assembly elections after having dissolved the Assembly as per the provisions of the J&K Constitution. There is no fun in keeping the J&K Legislative Assembly in suspended animation for a long time as it gives wrong signals. He categorically described that problem in Kashmir is political one which needs a political solution at the earliest. Better to have the new elected Legislative Assembly. The former RAW Chief AS Dulat further stated that if new Legislative Assembly is not elected, the law and order of the state would go bad to worst. This way he has created a big 'sunsuny' on this score.
In the cover of Article 35A of the Indian Constitution , if both of these poltical organizations will remain stick to their stand on Poll Boycott, they would be taking the measures for winding up of their shops in the political field in the state . In the fitness of the things in place as also in the prevailing circumstances in the state, National Conference and PDP should rise to the occasion in the interests of Integrity and Sovereignty of the country and reconsider their decision on Poll Boycott otherwise their Suicidal death is on the cards.
Being past Rulers of the state, National Conference and PDP should not create hurdles in the function of the parliamentary democracy in the state rather they should join their hands with the nationalists forces in strengthening the Integrity and Sovereignty of the country.
Regarding Article 35A of the Indian Constitution , let the Lordships of the Apex Court take their view on it.
They should not pressurize them by giving the bandh calls, poll boycott, protests, demonstrations etc. Against the security forces in the valley. At the same time, they should not come forward in support of the anti national elements, Pak and local terrorists rather help whole heartedly the Armed forces fighting with them courageously.
