'No staff on site to check quality, quantity of works'

Sundebani, Nov 10: In absence of monitoring agency, the contractor, who executed road works in village Kothian in Reasi district, is allegedly using sub standard material in single metalling.
Sources informed Early Times that a road worth several crores is under construction in Kothian village of Pouni Block of Reasi district under PMGSY. "No official, has visited the site for a long time, and in absence of monitoring agency, the contractor is using substandard material disobeying mentioned quantity of work", sources said and added that at several places, anyone can check, the contractor used 1-2 inch layer of material.
They said that works begun last year, in village Sadini where metalling is being done, no official has visited the site to check quality of works and quantity of material. After complaints from locals, this correspondent visited road for three days, and found no officials on the site.
Division Engineer, PMGSY Reasi tried to justify, what is happening on the site. "It is not mandatory for us to provide staff on site, and we cannot do it", he said and added there is shortage of staff. "JEs, AEs and other staff visit the site and check the works, but it is not possible staff available on sites on all the time" he added.
But, questioning Division Engineer's excuse, if the PMGSY can execute works worth several crores, it should have monitoring staffs to avoid quality compromise by the contractors. "It makes clear that the department and the contractors have a nexus, and the contractors are enjoying free hands", they added. They appeal to Governor, Satya Pal Malik to personally look into the pilferage of state exchequer by the officials and the contractor mafia.
