Exterminators of Capabilities

There is a narrative of a killer known for his good looks, charm and articulate manner, who raped, tortured and then murdered his female victims. Can we compare the honesty, competitiveness and transparency of those responsible for fair selections like that of articulated person involved in murders, when the selections by such authorities become victim of money power and politically manipulated? Straight away such fraternity can be branded as 'Exterminators of capabilities'. These are the people responsible for adding undeserving and incapable class to the seats of public delivery by making unfair selections and these people are wholly responsible for the onslaught on the educated, intelligent and deserving class of unemployed and much educated seeking job. The fact is that these are white-collar criminals incredibly good at deluding themselves that they're good people, even when they clearly aren't. White collar crimes involve criminal activities committed by people in the regular course of their delivery while occupying authoritative posts. Not every crime involves a smoking gun; some crimes are committed right under the victim's nose without a single shot fired. How unfair the fate which ordains that those who have the least should be always adding to the treasury of the wealthy. More undeserving route into appointments through these rusted sources, more the wallet of corrupt selectors grow. When corruption and political influence is exposed in the public domain regarding unfair selections, many of them adopt the channels of print and electronic media to prove their fairness and politicians brush away their involvement over such unfair selections. But in such circumstances instead of speaking over their assertions, we should stick to the words of Mehmet Murat ildan that "Every time a stupid politician says something stupid, you don't have to reply to him, because it is nonsense to shoo every barking dog away".
There had been uninterrupted hue and cry about functioning of the various institutions associated with fair selections of candidates in various departments through State Public Service Commission, Jammu and Kashmir Service Selection Board. Even at micro level of selection of Rehbar-e-Taleem Teachers, Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and recruitment of SPOs in police department, we have seen number of petitions in Honorable Courts challenging the unfair and politically motivated selections.
The allegations of one of the members of the Jammu & Kashmir Public Service Commission (PSC) against its chairman in 2013, that rules and regulations were flouted with impunity in the selection of gazetted officers for different civil and judicial services in the State was a dark chapter in the history of JKPSC. In 2014, in a significant order, High Court stayed the selection of 769 medical officers in the health and medical education department effected by JKPSC. In 2015, State High Court stayed the selection by SSRB J&K of 633 Junior Engineers (Civil). In 2017, KAS aspirants held demonstrations alleging no transparency in the KAS preliminary examination. In February 2018, The J&K High Court has stayed the selection list of 371 medical officers on a petition filed by a candidate terming the selection as "unfair and illegal". In 2018, Jammu & Kashmir High Court stayed the selection process by Services Selection Board (SSB) for 125 posts of Naib Tehsilars started with the conduct of written test. All these matters were dragged into court controversies owing to the flawed process and unfair selections by these recruiting agencies. Recently in 2018, a case has been registered in PS Vigilance Org Jammu against Secretary Jammu Kashmir Service Selection Recruitment Board & others for misuse of official position by way of illegal appointments. All the brouhaha battered towards the involvement of politicians and corrupt selectors, the 'killers of capabilities'.
How the unchecked bureaucracy in J&K is involved in corrupt practices, the recent foreclose of the contract with Reliance General Insurance Company (RGIC) by HE Governor J&K for Group Mediclaim Insurance Scheme is a horrible example of it. General public hopes for an exemplary outcome of the probe ordered by HE through newly established 'Anti Corruption Bureau' in J&K and it is also looked forward as the testing time of the ACB. The commanded words of HE that there is a case where a candidate did not sit in KAS exam but still got selected are enough to speak about State Public Service Commission's functioning and speaks of a rotten body full of stooges of the politicians in it that are the real 'butchers of the capabilities'. Such people have turned these institutions as "Chor aur dalalon ki mandi". Such authorities/politicians are not only the killers of the capabilities but at the same time they can well be defined as the serial killers of the talent of the educated class. The situation today speak of the educated unemployed looking towards these selectors/politicians as either you get eaten by a wolf today or else the shepherd saves you from the wolf so he can sell you to the butcher tomorrow. The continuity of all these absurdities gained momentum when BJP architected alliance with PDP in the state and became fallen guy of the PDP for their power lust. This unproductive BJP bag full of MLAs, MLCs and MPs, virtually sold out the mandate given to this fraternity for betterment of Jammuites and to bring an end to the discrimination meted out to Jammuites in the field of jobs, development, creation of infrastructure, creation of posts, allotment of funds and what not. Bad luck each and every one of them has contributed to its fullest to damage the Jammu demography as well as next generation and has eaten away the Jammu like dragonflies. We the common man of different societies are discriminated that has a lot of layers that make it tough for our educated society to get a leg up. We are facing indirect discrimination that is explained as when a practice, policy, or rule applied to everyone puts certain groups of people at a particular disadvantage and the person applying the policy, practice or rule can't show there's a good enough reason for it. We cannot hang out with negative people and expect to get a positive result. Unless, the monstrosity of ubiquitous unfairness in selections at the recruiting platforms is not handled with iron hand, it will eventually lead to an irreparable loss to the educated unemployed class of the society. The unfair system prevalent in JKPSC and JKSSB have boosted the souls in Jammu to ask for separate SPSC and SSB for Jammu and these butchers of capabilities are responsible for it. The malfunctioning of JKSPC and JKSSB has remained ever on air and politician's dictates have ever been dominating these institutions as those managing these institutions are blue eyed babies of the politicians. The efforts of HE are praiseworthy and we hope that he will free these institutions of recognition of capabilities from misadventure.
