DB issues directives in PIL seeking effective steps for preventing road accidents

JAMMU, Nov 20: In a Public Interest Litigation filed by Bar Association Doda through its President seeking directions to Union of India and J&K State for taking the effective and immediate steps for preventing the menace of road traffic accidents across the state and especially Chenab Valley, a Division Bench of State High Court Comprising Chief Justice Gita Mittal and First Puisne Judge Justice Rajesh Bindal after hearing S.A.Hashmi for the PIL granted two weeks time to Chief Secretary to file affidavit as per order dated September 5, 2018.
Today when the PIL came-up for hearing Division Bench observed that The affidavit filed by Basant Kumar Rath, Inspector General of Police, Traffic Headquarter, J&K dated 23.03.2018 discloses several reasons for occurrence of accidents in the districts of Ramban, Doda and Kishtwar. DB directed Traffic Police to disclose the number of prosecutions undertaken for the traffic violations as well as the fine which have been recovered because of the violations. DB further directed traffic police to prepare a comprehensive plan and undertake a drive for effecting prosecution of traffic violations in the State and also with regard to publicizing the legal provisions regarding traffic violations in the State of J&K in order to increase public awareness and minimize traffic violations. Such drive for prosecution as well as publicity has to be continuous and vigorous. Division Bench also directed respondents to place before this Court the manner in which the licenses are issued for prospective drivers and examine the possibility of video- graphing the test which an applicant for traffic license has to undertake before a license is issued.
DB also directed traffic police to examine the possibility to create traffic parks for creating awareness among the public, student and children.
