HC asks Govt to regulate coaching centres in J&K

Srinagar, Nov 20: The state High Court today directed all the concerned authorities to implement its directions and regulate registered coaching and tuition centers in the Jammu and Kashmir.
The directions were issued by a division bench of Justice Ali Mohammad Magrey and Justice Sanjeev Kumar after counsel for petitioner submitted that despite various directions from the court, there was no proper check on illegal coaching centers and no student-teacher ratio or fee structure has been revealed by the coaching centers.
The court was informed that there was mushrooming of unregistered coaching centers.
The court also directed Divisional Commissioner Jammu to file the status report in tune with the inspections carried by judges' committee.
"The private tuition centers are governed by the J&K Regulation of Private Tuition Centers Rules of 2010. Time and again it was emphasized that the rules should be strictly adhered to but the authorities concerned perhaps are not able to control these private tuition centers that is why day-in and day-out news items appears in the daily newspapers highlighting the exploitation and non-adherence of the rules," the court had observed during one of the hearings previously and had directed that list of all the private coaching centers operating shall be furnished by respective Directors School Education to the court.
In addition the court had said that Divisional Commissioners, Jammu and Kashmir, shall constitute a team of two officers who shall inspect the Coaching Centers and submit their detailed report as to whether all the facilities are being provided to the students; the fee they are charging from them and as to whether the applicable rules are being followed strictly.
