XEn's complaint on embezzlement goes unnoticed
ACD, BDO others go scot free

JAMMU, Dec 5: In an attempt to safeguard the Assistant Commissioner Development (ACD) Samba, who was named in an embezzlement case by Executive Engineer, Rural Engineering Wing (REW), the district administration Samba is allegedly trying to hush-up the case.
According to sources, former XEn REW Samba, in the month of August 2018, informed Additional District Development Commissioner (ADDC), Samba about alleged embezzlement committed by the then ACD Samba and other officials of Vijaypur Block.
"Block Development Officer (BDO), Vijaypur in collusion with ACD Samba has established corruption /embezzlement unit in the Blcok", copy of complaint forwarded to ADDC Samba, dated 7/8/2018 reads and added that in a similar case, the nexus of these officers/officials siphoned Rs 5 lakh. "The ACD Samba and the BDO Vijaypur utilized service of their trusted boy, a Technical Assistant of then Block Bari Brahamana to siphon Rs 5.00 lakh out of MPLAD funds compromising with quality, quantity and specification of kitchen shed at Sangwal block Vijaypur", the copy of complaint reads further.
Sources said that the then XEn REW Samba, had also recommended suspension of the then BDO Vijaypur, ACD Samba and TA for their direct involvement in the embezzlement scam to higher authorities, but no action has been taken yet.
"Under well knit conspiracy, the ACD Samba transferred TA from Bari Brahmana to Vijaypur Block and the then BDO Vijaypur, re-allotted Panchyat Sangwal to the TA vide order no.BDO/V/2018-19/1239-43 dated 3/8/2018", sources claimed.
The then XEn REW Samba, however, in the complaint to the ADDC had recommended recovery Rs 5 lakh from the salary of three officers, for cost of construction, dismantling and reconstruction of Kithen shed at Sangwal. They further said that all the accused officers and officials went scot free.
However, when contacted, ADDC Samba, Pankaj Magotra, who is under transfer as Commissioner JMC, said that a report into the matter has been forwarded to Deputy Commissioner for further action. "I received a complaint from XEn, REW Samba, and a report in this connection has been forwarded to DC for further action", he added. The Deputy Commissioner, Samba could not be contacted for further information.
