TDF demands Reserved, Delimitation of Assembly seats

Doda, Jan 6: Thathri Development Front, District Doda demanded rotation of reserved assembly seats and Delimitation of Assembly seats before election.
As per press statement issued here, Kuldeep Kumar Rao, President TDF demanded constitution of Delimitation Commission and rotation of Reserved Assembly Constituencies before elections besides suitable amendment in the Panchayati Raj Act need to be made urgently removing ban on the nomination to the office of chairman Block Development Council that any person wishing to nominate himself or herself as chairman should either be a Panch or Sarpanch from any ward falling with in any Panchayat of the block. This amount to strangulation of spirit of democracy and democratic Institutions, He said and added that the rider should therefore be removed forthwith & any parson who figures in the electoral roll of Block should be allowed to nominate him or herself for the office of chairman of Block Development Council, as was before amendment in Panchayati Raj Act, 2016.
He said that the people of Jammu province have never got what was their genuine due share in the socio-economic and political processes during all these more than 70 years of the state's accession to India. It is Jammu based leadership that is responsible for the step-motherly treatment being meted out to the people of this Province, as also for the prevailing discontent in this region. There is hardly any section of society in Jammu region which is happy. Had the Jammu leadership, like its counterpart in Kashmir discharged its obligations towards this region and played a pro-active role in the state cabinet, Legislative Assembly and Legislative council, the story of Jammu Province today would have been totally different. He asked the Congress, NPP and BJP Legislators that who helped Farooq Abdullah Government in February 2002 amendment in the state constitution to bar delimitation of Assembly constituencies for more than three decades? Almost all the law-makers from Jammu, including those from congress, voted for the anti-democratic amendment. Even Ghulam Nabi Azad, who claims that he belongs to Jammu , hit the people of Jammu Province below the belt by rejecting the Wazir Commission report that had recommended three new districts for Jammu and one for Kashmir and created eight new districts, four each for Jammu region and Kashmir region. He defended the anti-Jammu decision saying he believed in the principle of equality.
He further aid that the state assembly during NC rule had passed a law under which the delimitation of assembly & Parliamentary constituencies could not be held till 2026. This has led to injustice with Jammu Province which has more population & area than Kashmir province but only 37 assembly seats have been provided to Jammu as compared to Kashmir valley which has 46 assembly seats with less population & cover less area as compared to Jammu. He asked the State Government that how is equitable development possible in this situation? He also said that NC, Congress, PDP and BJP never initiated any step to empower the public representative in J&K up to gram sabha and Panchayat level and always made amendments in the Panchayati Raj act 1989 by the successive govts. in J&K.
