Newly macadamized roads not sustained even for weeks in Kashmir

SRINAGAR, Jan 12: Recent macadamization could not sustain for weeks in Kashmir, indicating poor quality material being used. This raises questions over the role of the government to monitor the usage of material in roads by the contractors.
Every year, hundreds of crores of rupees are released to contractors for macadamization of roads. Same happened last year when hundreds of crores of rupees was spent on road macadamization. However, the macadamization is not sustaining even for weeks, clearly indicating sub-standard material being used.
An official of Public Works Department said that it has been found that different bitumen percentage is being adopted by the plant holders ranging from 4.7 per cent to 5.5 per cent. "Most of the times it has been seen that poor quality material is being used," the official said.
The official said that locals have ways being complaining that poor quality material is being used. Now it has again being proved that poor quality material was used and recently macadamized roads could not sustain for weeks. The roads have developed severe cracks and have got damaged.
"Check the roads that were macadamized? Most of them have developed potholes and cracks," the official said. "Substandard material might have been used that is the reason these roads could not last longer," the official said.
With mercury frequently staying in minus, newly macadamized roads at many places in Nawab Bazar, Bemina, Batamaloo have either developed cracks or their upper crust has started withering off, which raises a big question mark on the quality of material being used during the macadamization process of these roads.
According to the locals the problem of commuting on these pothole dotted roads exaggerates during rainfall when water gets accumulate in them. The R&B Department official confessed that even State Vigilance Organization last year found that poor quality of material was used in various road works at several places.
He said the investigation was carried out after the reports that contractors were violating rules by using unapproved material in several road constructions came to the surface. A senior official however said that defect liability period for a contractor is for three years. "The contract has to repair these roads for three years," the official added.
