Kupwara, Feb 18: The centrally sponsored scheme, MGNREGA has not served its purpose in various villages of Sogam block in this north Kashmir's Kupwara district. According to sources there are scores of villages including Bramri, Cheerkoot, Donawari, Dedikoot, Marhama, Puthsayi, Sholoora, Redinag, Shumriyal and other nearby villages where MGNREGA scheme has not been implemented fully on ground.
Though the scheme was launched to benefit the poor masses but the locals have accused the officials of RDD department for embezzling huge amount of money while executing MGNREGA works in their areas, said sources.
They said that, before the onset of wintering months, most of the work was a repeated on either bunds, protection walls or other works in connivance with the contractors and other local leaders.
The local contractors had taken some officials of RDD in confidence for fictitious work under the name of National Rural Employment Guarantee Act (NREGA) for which fakes bills worth lakhs were withdrawn some months ago, said sources.
They said that at some places the work was done, but the repetition of work has exposed the contractors at large, and for all this mess RDD employees are to be blamed as they helped these contractors covertly.
One can understand the nature of work that no official from Central Employment Guarantee Council (CEGC) inspected the construction of MGNREGA work in the aforementioned villages, said sources.
They alleged that, the contract of MGNREGA was given to those persons who were already given the work earlier and people believe that the work was given in violation of the rules.
Sources said that the newly elected panchs and sarpanchs are misusing their position to help their relatives and influential people due to this approach unemployed youth were ignored, adding there are hundreds of unemployed youth who could be engaged for these works.
Local youth have appealed the government to set up an inquiry committee to probe the matter at the earliest. "Governor's administration is requested to intervene into the matter for the sake of unemployed youth, so that there will be no misuse of MGNREGA funds in the rural areas," said a group of youth.
