Directorate of FW, MCH & I issues promotion list, violates MCC

SRINAGAR, Mar 18: The Directorate of Family Welfare, MCH and Immunization has violated the model code of conduct and issued promotion list of the department.
Reliable sources in the department told Early Times that, Directorate of Family Welfare MCH and Immunization ordered promotions of Junior Health Inspectors (Computer) to the post of Extension Educators, vide order no: 157 of 2019 dated 16/03/2019.
The order reads that, on the basis of recommendations of Departmental Promotion Committee as per their deliberations held in its meetings on 10-12-2018, sanction is hereby accorded to the regularization of services/promotion in favour of following Junior Health Inspectors (computer) to the post of Extension Educators, Divisional Cadre Kashmir, stands held by them in the district as shown against each, in the pay band of Rs 9300-34800+ Grade pay 4200 (pre revised), plus usual allowances as admissible under rules from the date placed as I/C Extension Educators, I,E 27-12-2016.
According to the order, 10 Junior Health Inspectors were promoted to the posts of Extension Educators in J&K includes Budgam, Samba, Pulwama, Srinagar, Doda, Pulwama, Anantnag, Kupwara Baramulla and Ganderbal.
However sources said that, "the order in question has been sent to various top officers of the government , who know that the order has been issued is violation of MCC, but they have failed to take any action against the violators".
"Irony of the matter is that there are good number of Junior Assistants, Senior Assistants and Head Assistants working in the Directorate of Family welfare MCH and immunization from last more than five years but no one is keen to transfer them despite having completed their mature stay of periods", sources informed.
Sources further said that they may have deserved, but this is not the right time to issue a promotion list.
If sources are to be believed, the DPCs have been already finalized, but due to MCC that don't publish that, adding ECI should take a stern action against the violators.
