Srinagar, Mar 30: Air Force works wing Srinagar has finally been taken to task by the State Information Commission (SIC) directing the Public Information Officer (PIO) to provide information about civil works being executed at its Rangret unit under RTI Act within a period of 10 days.
This information has been denied by the officers of the department from last 6 months. Details available with Early Times reveal that 2nd appeal titled Raashid Ashraf V/S PIO AF 1 Wing Srinagar was listed at State Information Commission (SIC) on March 22nd . Commission while hearing the case castigated the Air Force civil works wing as the PIO (Garrison Engineer) was absent during hearing. The department instead of First Appellant Authority / PIO had send a clerk to appear before State Information Commissioner during 2nd appeal hearing. This infuriated Information Commissioner who issued a stringent order against the PIO (Garrison Engineer 1 Wing AF Srinagar). Information Commissioner who is of the rank and status of a sate Chief Secretary sought an explanation why the PIO has remained absent continuous
Follow-up
y for last 2 hearings. He directed the PIO to appear during next hearing and in his interim direction, PIO has been directed to provide information related to civil works executed under supervision of Junior Engineer Ansari to RTI applicant within 10 days from the pronouncement of order. Sources say that Ansari who has been transferred now has been involved in large scale bunglings along with many officers of civil works wing. "Many works that are shown on papers don't at all exist on the ground " said an official (name withheld)
Information sought by RTI applicant is readily available with the department and the same was supposed to be dispatched to information seeker as expeditiously as possible and in any case within 30 days. More than 6 months have elapsed and the information is yet to be provided to the information seeker. On 30.10.2018 information seeker filed 1st appeal under section 16 of J&K RTI Act 2009 before the First Appellate Authority (FAA) of Air Force 1 Wing Srinagar. This was also not responded and finally Information seeker filed 2ndappeal before the State Information Commission (SIC)
