Disappearing Second Tawi Bridge's flowerpots: Social Irresponsibility Questions Jammu City

Indian Constitution enshrined preservation of the environment and protects public property in fundamental duties (Article, 51 A, Clause, G and I). In case of Jammu city, with the growing nation, the city is equally in the emerging phase of development. Synchronously, pollution factors also affect city health and beauty. If we believed that to plant a single tree could affect the whole environment and also vice versa would badly effect on the city environment. There should be a micro level analysis for regulating the whole canopy. In Jammu, environmental issues are becoming sensitive from deforestation which is rapid pace in Jammu's urbanization processes to people vandalized the public property which is related to environment shoddier the city environment, beautification, civil moral duty.
As a regular bye passer, I have observed that Second Tawi Bridge (also known for Gujjar Nagar Bridge) has been decorated with flowerpots by Jammu Municipal Corporation under city beautification and green Jammu concept like administration already decorated each side of city roads with planting trees, flowers, and other greenery kinds of stuff. Unfortunate habits which my observation noticed three different phenomena of second Tawi Bridge is that how some people have meddling with planted flowers which creates affect to the city beautification and environment. The flowerpots were gradually disappeared in which most of disappeared were costly planted flowers.
Although after the period of times administration reinstalled and replaced the flowerpots. The second phenomenon happened during the communal tensed at Gujjar Nagar Bridge after Pulwama attacked, that mob vandalized numbers of flowerpots which put flowers for beautification. The flowerpots were used for clashing as pelting stone.
After the violence, the outer bracket Iron Cakes were left. Although within a time frame administration restore it, the flowerpots with full of beautiful valuable flowers. And the third phenomena are still going on, where the flowerpots are gradually disappeared from the bridge. The conjecture draws that stolen flowers are used for personal home decoration; street vendors like Ice-cream sellers are lone evidence of people stolen flowerpots. On the 4th June 2019 administration again installed new plants on the bridge one day before World Environment Day, but the continuation will again continue if immediate step would not be taken from the administration or any civil society.
I have been noticing from more than ten years in Jammu city in pursuing my higher education, that how most of Jammu living people are insensitiveness towards the environment, street beauty, and public property. People easily slams administration for happening mal-practices in maintaining the city beauty, cleanliness, pollute the environment, and other administrative parts. Yes, administrations have bigger roles in these, but equally citizen responsibilities have also existed. Like bridge flowers, there are numerous irresponsible practices performs from home to town. Equally civil duty is essentially played an important role to maintain the healthy city. In beating air pollution every single plant is counted to curb air pollution, whether it is homely purpose or street decorated plants. But, malpractice appears in every sector from home to office.
It is shocking to see how people made the city as open dumps. In the morning sweepers clean the city but within some hours a similar amount of garbages cycling on the streets. It is shown that people too responsible for made open dump of the city etc. In the city with administration, individual contribution to nature is also essential to preserve the environment.
Even unable to plant there should be taken care of planted plants. Jammu city has to own by every people, no matter you are a visitor for an hour. I haven't seen that there has been a city clean day in Jammu City where people voluntarily come out for a clean city. Jammu is known for Dugar Pradesh with multi-ethnics city in urbanization processes.
Majorly, three regions of the Jammu and Kashmir state (Jammu, Kashmir and Ladakh) who are living in Jammu city have also responsible to clean the city both mandatory as well as the voluntary basis. There are numbers of other immigrated people who are equally involved in either case have also responsible to perform the public responsibility. Jammu city is envisioned towards smart-city in which their citizens have equally big responsibility to cope up with administration for making Jammu as visionary city in every sector from individual growth to city infrastructures. So therefore, every residing people have to coordinate, cooperate, collaboration to success smart city.
On November 2018, Jammu Mayor Chander Mohan Gupta promised that there should be anti-encroachment movement, better sanitation, beautification, and completion of the development project. Further, he requested the public to support and cooperate for volunteerism in maintaining a healthy city in every sense. It is a fact that there have been passive participation from civil society, NGOs, leadership roles and volunteers groups in maintaining sanitation as well as beautification. The few steps in which both administration and responsible citizens have to do are, there should be developed the locale circle, where youth should be vigilance as well as volunteers to check and balance the street beatification, proper dumps of garbage, street cleaning parts. Participant may involve both residents as well as temporarily settled. Those volunteers who perform well are awarded on national celebration days at locale circle. The certificate should be provided. From the administration side, there should be active vigilance, modern technology should be used and social media should be used for active supporters to protect city public property as well as to maintain a civilized society.
