Councillors, Corporators of JMC are Non Functional

It has been generally observed that condition of different wards of Jammu city has worsened from the time councillor's took charge. No doubt majority of BJP is there because of the impact of Prime Minister Narendra Modi and non participation of the political parties such as National Conference and PDP etc., but they are not performing their duties properly as expected by the people. Similarly BJP MLAs even after getting majority due to Mr Modi image and forming government in alliance with PDP couldn't come up to the expectations of people of the Jammu region ,as a result of which there is Governor rule in our State till now.
They should have learned lesson from the past and run the municipality/Corporation in a better way. Being elected members they should have taken interest and visit their respective wards regularly and initiated sanitation drives before inhabitants of their areas complain, on the contrary people are complaining but they are not responding to their calls and paying any heed and the sanitation conditions of city becoming bad to worse, rather certain NGOS like Women Club "Meri Pehchan" are approaching the municipal corporation and getting the job done. A month ago I happened to pass through the Residency ward of corporator Gopal Ji, at the entrance of Mohalla Bawa Jiwan Shah near Prem Tent House, there was heap of garbage, on enquiring from the nearby shopkeeper, who narrated that despite repeated complaints to the corporator who also lives in the same locality no action was taken. Not only this recently Madam Sushma Choudhury former Principal Secretary J&K government who also worked In central government in different capacities beside Chair person of Planning Commission of Gujarat happens to reside in Rani Talab area near Telephone Exchange old Jammu city also told that due to non functioning of Corporators/Councillor's heaps of garbage are found every where moreover drains are choked in every street despite complaints to the concerned corporator, she further said that due to non availability of Parking areas there is too much traffic jams in the old city areas and no sanitation drive is under taken to clean the areas, she added that how dream of making Jammu as Smart city can be fulfilled under such circumstances . She is very disappointed with the functioning of the present Administration. She narrated all this when I visited her house in the capacity of her old university student of political science prior to her joining Indian Administrative Services. I also have complained so many times to the supervisor ward 42 lane 3 sector -2 Nanak Nagar about blockades of drains and growing grass on the road side, firstly he keeps both mobiles switch off or engage, if comes on line his only, excuse is shortage of staff as four are dead and five are retired. Moreover Safari Karamcharies of the area after cleaning the roads generally burn the leaves and other waste material, with the result smoke pollution takes place. Moreover, there is no organisation to take care of the street/stray dogs who generally run after school going children and sometimes bite passerby, not only this, these dogs create havoc during nights by barking loudly and jumping into the lawns and scattering garbage from the dustbins, inhabitants of the area suffer because of sleepless nights and if anyone approaches incharge dogs squad his straight reply always is there are Madam Maneka Gandhi and Court orders not to dislodge them, even dogs are to be lodged back in the same areas after sterlization. We have Information that in Nagaland and Mizoram people prefer dogs mutton if true, there is nothing wrong to export these dogs to such areas, as people in America and Europe especially prefer pork, beef and other animals meat.
Most unfortunate part is that there certain wards reserved for women but once elected become non functional and the very concept of women empowerment is defeated. Once I took a chance to contact corporator ward 42 but no response, then I tried to contact her husband Choudhury Manmohan Singh, who usually replies that he is out of station and generally avoid by disconnecting the line, same is the case with other women wards like ward 58 where her husband is functional and if you approach supervisors their reply is always that they cannot function with out prior permission of councillor's/Corporators.
Former Administrator/Member Public Service Commission Mr K B Jandial narrated his own experience when he complained to JMC for removing faults of Street Light of his residential area, to his great surprise, he too was told to contact the councillor/corporator, when Mr Jandial expressed reluctance then again inspector JMC advised him to contact the concerned councillor through his wife, S telephonic message for doing the needful, one is wonder to see such state of affairs in the corporation. In my opinion prior to councillor's, JMC was functioning effectively and efficiently, if now you approach JMC employees their attitude is always negative because they are not independent in their spheres, as they always work through Councillor's of the area who have their own preferences, least caring about the urgencies. In order to keep the cities clean and to have pollution free environment, government should make corporations fully independent by vesting more powers, councillor's should have only advisory role and the women councillor's have to supervise the work independently instead of working through their husbands. Under such circumstances priority for the government should be to make or amend the laws for making corporations independent by vesting more powers and the present decision of the government in enhancing the salaries of the Mayor, Deputy Mayor, Corporators/Councillor's is not wise, as the councillor's are non functional and seems to be burden on government exchequer. Main role of the Mayor, Deputy Mayor and councillor's/Corporators should be confined to supervise the works being done by the Corporations and provide guidance to the people to keep their areas clean and pollution free through awareness campaigns which is the dream of our worthy Prime Minister Shri Narinder Modi and the people will have to play important role in achieving the goal as the administration alone will not be able to do the needful with out the cooperation and participation of the people.
