ZEO aspiring promotion to next rank holds fake PG degree

Jammu, Oct 29: After highlighting the issue of holding of fake certificates/degrees by more than 50 ReTs, Education Voluntaries & Teachers in Inderwal Zone of Kishtwar District in July 25, 2019 edition of "Early Times", a fresh fake degree scandal involving a Zonal Education Officer (ZEO) from the district has come to fore.
According to sources a senior official has used fake Post Graduate Degree from Magadh University Bodh Gaya, Bihar to get himself promoted first at Master grade, then lecturer followed by promotion as Principal holding the charge of an important education zone in Kishtwar District with charge of Drawing and Disbursing officer of various High and Higher Secondary School falling in the said education zone.
As per the details available with "Early Times" the accused ZEO was appointed as teacher in Education Department in undivided Doda District vide Order No. DEO/D/11940-41 dated 4-11-1988 and was posted in Government High School Malanoo.
After getting himself appointed as teacher on the bases of B.Sc Non-Medical, the officer in question submitted his M.Sc Chemistry degree acquired by him from Magadh University, Bodh Gaya and passed the examination held by the University in the month of April 1992 in First Class to which the university issued him the certificate on 16-3-1993 along with Marks Card dated 4-12-1992 securing 536 marks and declared as passed with First Division vide Roll No. 753, Reg No. 23874 for examination 1990 and both the certificates submitted by him in the department were attested by Principal Higher Secondary School Binoon (Kishtwar).
After submitting the PG certificate in Chemistry, the then Principal Government Higher Secondary School Bhalessa and ZEO Bhalessa enter the said PG Certificate in the service book record of the incumbent ZEO and accordingly the government promoted him as a lecturer vide Government Order No. 733 -Edu of 2000 dated 6-7-2000 and joined Government Higher Secondary School Bhella (Thatri) and get the benefits notionally w-e-f 3-9-1993 beside also got other financial benefits and pay revision from time to time and subsequently promoted as senior lecturer vide Government Order No. 129 Edu of 2011 Dated 24-2-2011 & Edu/v/19/2011 and placed at Serial No. 135 of the seniority list as per the service book record.
After being designated as Senior Lecturer, the department posted fake degree holder ZEO as I/C Principal and is now eying for the promotion as Chief Education Officer or the equal rank.
Surprisingly, after analyzing the Service book of the ZEO, whose degree is in question, the copy of which is available with "Early Times", during the period when the ZEO in question claimed to have studied Chemistry in Magadh University had never availed any kind of leave during the period of the course as M.Sc Chemistry is a regular course and according to the various employees in Education Department no university in India offers correspondence course for the same.
After analyzing the service book of the 52 year old ZEO, it was found that the ZEO had availed 39 half day pay leaves w-e-f 4-3-1992 to 11-4-1992 and 90 days leaves w-e-f 12-4-1992 to 10-7-1992, beside this the service book did not offer any details pertaining to the departmental permission or post-facto permission required for further studies to government employees.
The whistleblower told the "Early Times" that everyone in the department is very well aware about the fake PG Degree of the ZEO in question, but no one dares to book this influential ZEO for fraud, nor had shown the guts to terminate him from his services adding that with the implementation of reorganization bill, the concern agencies dealing with these crimes will act and punish him.
When "Early Times" brought the matter into the notice of CEO Kishtwar, he shows his ignorance and assured that he will look into the matter and assured action.
The sources said that the senior officials in the education department also had the knowledge about holding of fake degrees by some teachers, but some people are sitting over the files as a result of which the government exchequer is suffering massive losses and the teachers who should be disengaged and their salaries instead should be recovered are enjoying the patronage of some officials in the department who prevented them as and when matter reaches close to CEO Kishtwar. Majority of the fake degrees/certificate holders falls in Education Zone Inderwal.
