"Attention is invited to this ministry's letter number 3-1/2012-NEER dated 12-3-2015 and 22-7-2016 regarding certain concessions to for the wards of Kashmiri migrants for their admission in higher educational institutes in the parts of the country. In this connection representations have been received from Kashmiri Pandits (non-migrants) living in the Kashmir valley to extend the existing concessions being provided to Kashmiri migrants for them also," wrote Senior Economic Advisor, Higher Education, HRD ministry in the order 3-4/2017-NEER issued on 15-10-2019.
The order reads further, "The matter has been considered in this department in consultation with the ministry of home affairs and state government of Jammu & Kashmir. Now it has been decided to allow the following concessions to the wards of Kashmiri migrants as well as Kashmiri Pandits (non-migrants) who are living in the valley."
In the matter of admission to educational institutions in other parts of the country from the academic year 2020-21 and onwards till further orders, reads the government order. According to the order there would be a relaxation in cut off percentage of 10 percent subject to the availability requirements. It also envisages increase in intake capacity up to 5 percent for such students.
The issuance of order has led to jubilation and happiness among the members of Kashmiri Pandit community who have not migrated and continue to live in Kashmir. The community members have hailed the central government's decision and said that the order would go a long way in fulfilling their other demands as well.
President, Hindu Welfare Society Kashmir (HWSK) Chuni Lal Bhat while talking to Early Times said that the society for the last one decade or so had raised the issue with concerned quarters and that justice has ultimately been delivered by the central government. Chuni said the decision to give concessions to Kashmiri Pandit youth living in valley would enable them to pursue higher courses in academic as well as technical institutes located in the country.
"The Government of India is expected also consider the other demands of non-migrants that include unemployment/rehabilitation and accommodation in the valley. These issues are also burning and need immediate attention from the people at helm in New Delhi. The HWSK hopes that compassionate order in the other burning issues would be issued at the earliest as well" said President HWSK.
